I've put this together tonight on MTGO after spending ages looking at Amonkhet cards, after a while my mind wandered and I got dragged back to Combustible Gearhulk (more for it's price than anything else).
I'm not totally sold on the manabase yet, I feel like it needs the most tweaking of all things. I very rarely don't have the colours required to cast spells I just think the utility lands could provide a bit more utility.
The ideal "god hand" would land a turn 3 Gearhulk flipping 3 Sundering Titans into our graveyard and hitting the opponent for 24. Magical Christmas land as I believe the expression goes.
Thanks for all the suggestions! I agree that splashing white seems like a pretty smart move for the Refurbish and dropping Salvage Titan for Inkwell Leviathan also seems smart.
Nahiri, is a great shout and would make a great deal of sense in the mainboard but I'm unsure what to cut for her. Some testing required here I believe!
Dennis, the terrerion allows you to draw a card off of sacking to the trash for treasure. But, I would like to find some room for a wellspring or 2.
I like inkwell.
For the landbase: If we splash white make sure none of the lands have basic land type "plains". It makes the sundering titans potentially worse. Clifftop retreats, pain lands, etc.
Also I think we can afford to play some spinerock knolls. Might be win-more if we already hit with an inkwell or sundering titan.
Good point with the non-basics. Battlefield Forge is probably a solid 4x alongside 4x Clifftop Retreat. my current manabase after some more playing is:
I tried the deck for a few games online and the combo seems rather hard to pull off as it requires quite a few cards:
a discard outlet, a fatty to discard and a way to get it back + an artifact to sac' in case of Trash for Treasure.
It is quite a lot of cards and if you miss one of them the deck does nothing while being really easy to disrupt (Rest in Peace is a real beating).
So there is probably a lot of room for improvement for this deck to work.
Here is the list I tested: (I don't have Sundering Titan so I didn't use it)
Instead of White for Refurbish another splash option can be Black for Zombify (and Noxious Gearhulk).
Since the best White SB cards (Rest in Peace, Stony Silence) aren't good in this deck anyway it may be the better splash option for discard spells.
Another good target for Trash for Treasure is Perilous Myr which can be used as removal when you sac' it (and later reanimated if you have nothing better to get).
It is also a decent blocker that opponents wouldn't usually want to attack into.
I would look up an old deck called solar flare from ravnica standard. It ran signets, card draw/discard, a few fatties, reanimation, wrath of god effects, and counters. You can't run the counters, but there are plenty of fatties, etc. you can run, and you can run blood moon (admittedly not budget). If the concern is not artifact recursion, but artifact creatures, white also offers options such as resurrection and unburial rites (admittedly, you wish to discard this, but that is your game plan anyway).
Why cathartic reunion over wild guess or tormenting voice? I see that you had it in the original post, but I see these two as superior to cathartic reunion because often you don't have two cards you wish to discard.
I second darksteel citadel. Even with a blood moon down (opponents do love this card), darksteel citadel is still an artifact (artifact is a supertype, not a sub type, so it becomes artifact land-mountain)
Rather than running cycling artifacts which do you little good, you are going for the turn three or four reanimation spell. I think that a good idea would be 4 boros signet and 4 pentad prism for the color fix while giving you a trash for treasure option.
Given your game plan, the single not quite budget (and this depends on your definition of budget) option I would consider is nahiri, the harbinger, as a 2 of. It filters by drawing/discarding, it's removal if need be, and it can tutor that nasty fatty straight to the battlefield as an additional outlet. It's perfect for the deck.
I dont know about God-Pharaoh's Gift, the effect is so sweet, but the big PRO of TfT is put big robots, and the backup is get big robots early, and down an Inkwell Leviathan for just 4/4 not seens worth in my point of view.
Gifts Ungiven seens probably best upgrade. I notice above (and i passed for this too) sometimes the difficult to put some pieces togheter. Some ramp on T2 like Mindstone / Everflow Chalice / Signets for T3 gifts seens good, 4 chose of robots pieces and probable 2 reanimate in hand (8 total with 4 Tft 4 Refurbish, seens good

The deck uses Trash for Treasure to get either a Sundering Titan or a Combustible Gearhulk out on turn 3 or a Salvage Titans natural ability to escape from the hand on turn 2.

As a combo deck you want to be fast, cards like Pentad Prism/Mind Stone (or Simian Spirit Guide) can speed up the combo and let you play less lands.
Also, why not go with Chromatic Sphere (or Ichor Wellspring) over Terrarion and Panic Spellbomb (or Origin Spellbomb) over Implement of Combustion ?
Salvage Titan can probably be replaced with a stronger artifact creature like:
Sphinx of the Steel Wind, Inkwell Leviathan, Metalwork Colossus and Platinum Angel (and Cataclysmic Gearhulk) as a SB option.
Cathartic Reunion can also be an improvement over Tormenting Voice.
Another discard option can be Insolent Neonate/Key to the City or Lightning Axe.
There are also more expensive options to upgrade the deck later like:
Wurmcoil Engine, Platinum Emperion and Nahiri, the Harbinger.
Nahiri, is a great shout and would make a great deal of sense in the mainboard but I'm unsure what to cut for her. Some testing required here I believe!
