The deck utilizes a reactive form of game play. Counter your opponents threatening spells and burn creatures during their turn. Keldon Marauders acts as early game buffer against aggro decks while still doing damage to the dome. Delver of Secrets has the best synergy with instant spells and also with the Sphinx if it has not flipped yet . Conundrum Sphinx works very well with Scry ability your cards have as well as being a 4/4 flyer for 4cc. Everything else are support cards. I also prefer using Burst Lightning for its late game damage as much as its a budget card.
Spreading sees is 100 % better than narcolepsy. I would strongly consider picking up a playset of Lightning Bolt. And i would probably play thermo-alchemist over Keldon Maurauders because it just fits your deck better. Playing some filtrering like Serum Visions or Sleight would be good too
I don't think this list is particularly bad, given that it looks efficient in what it does, but I do think counter burn itself is a weak archetype. Burn wants to have enough burn to kill quickly, and counters want enough answers to stop your opponent from progressing the board state. That being said, I don't like the idea of a 50/50 deck. The most effective way to run the deck, should you choose it over a pure burn or pure control list, would be creatures that don't care about what the spells you cast are, and make both counters and burn into damage. You already run Grim Lavamancer. Guttersnipe deals damage when you cast spells, and Spellheart Chimera gets biggerbforneach instant/sorcery in graveyard. If my arms were twisted to play counter burn, I'd want both these cards in the deck, asntheyd allow me to keep my hand for countering spells/burning creatures and enable the control play, while keeping pressure on my opponent. Grim lavamancer does the same, but he deals, at most, 2 damage per turn, and doesn't play well with Chimera.
What I thought was a really sweet card was Mindswipe. You are very aggro, so you don't want to have too many 3+ drops (because that is what mindswipe is) but it is good flood protection. Even if your opponent pays 3 mana, you still get a bolt on them from the spell. I also sqeezed in Serum Visions because that card is really good. Peek is another cantrip with some upside. The part where this deck is really hurting is the lands. Having Steam Vents and Spirebluff Canal allow you to be consistently making t1 plays.

All in all this budget deck is about $50
Any thoughts?
