Faeries are not a particulary powerful tribe and have very few playable creatures so without access to the good ones like Mistbind Clique and Vendilion Clique they aren't really worth playing imho.
Spell Pierce isn't great in a deck that doesn't apply enough pressure and can easily be played around, I would go with Negate instead. Familiar's Ruse is good with Spellstutter Sprite but rather situational and should not be a 4x imho, 2x at most.
Another good counterspell is Rune Snag which gets better the more copies you play it.
I have really liked Cackling Counterpart in my blue faeries deck. Yes you can't bounce the effect without losing it but it gives you more flexibility in that you can copy a Scion to get a lock down on hexproof OR copy a faerie miscreant to enable more card draw on your bounce, or becomes yet another counter spell if there is a spellstutter sprite.
I find Ghost Quarters to be underwhelming conapred to manlands. The ability to animate a Mutavault or Faerie Conclave before casting a Spellstutter makes it much more powerful, and allows Quickling to be played without a board state. Mistbind Clique and Vendillion Clique aren't cheap, but there is a reason the recent UR faeries list, along with non-budget mono-blue lists, run them. 2 power from your biggest creatures is a slow clock, and games are already close. You can't afford to lose that tempo. Mistbind also works well with Quickling. Picture this: you have a spellstutter on the board. Play a mistbind, champion it, tap your opponents land. They don't do anything that turn. On your turn, swing with Mistbind. Back to their turn, they cast a spell. Bounce the Mistbind qith quickling, or Vapor Snag. Spellstutter re-enters and counters it. And now, you can lock them down on upkeep again. It's brutal. This list can't run plays like that.
next i would add 2 to 4 Smuggler's Copter as these make our fairys big. It protects them (as our opponent will want to kill the copter) and its card draw.
Great suggestion. Just played a few games with this in it and the opponent essentially ignored my fairies and focused on taking out the Copter. This card seems made for this deck (other than it isn't a fairies) with its evasion and low cost to crew.
I run 2 to 3 copies of Phantasmal Image it works really well for me. Being able to copy a Scion of Oona to give all your faeries shroud (even your other Scion to protect against burn)and +1/+1 is a real upside. Plus you get to throw it down at a 1 mana discount. Sometimes it can even help close out a game by locking your opponent out of land by copying Mistbind Clique. I also run 3 copies of Spellskite,I'm not sure if you can stretch the budget for them, but if you can they really help against burn match ups.
Another great card in faeries decks is Ninja of the Deep Hours.
He can be used to squeeze in extra damage, get card advantage, as well as recurr effects from Spellstutter Sprite and the like

Some decent cheap ones are Pestermite and Quickling (much better than Faerie Impostor).
Zephyr Sprite is worthless and I would rather use the non-spirit Judge's Familiar instead.
Some good non-creature options are: Favorable Winds, Vapor Snag, Unsubstantiate, Echoing Truth, Peel from Reality and Engulf the Shore/Ætherize.

Another option can be Deprive but it hurts tempo so should not be more than 1-2x.
I also have to note that familiar's ruse has synergy with faerie miscreant
