Nobody said that modern had to be expensive!
I challenge all of you to try to make the best 10$ modern budget deck (sideboard included in the price)!
Hopefully your decks will be competitive, and maybe can even beat expensive decks!
Basic lands are free (many people give away basic lands). Also please time-stamp your decks, as prices change every day.
The prices will be according to tcgplayer.

The problem I have this this type of extreme budget deckbuilding is the decks are really not viable at all, and moreso add nothing of value to a players collection. In essence it is a waste of the $10 completely. The better option would really just be to save and put that $10 towards a slightly less budget but also much more relevant deck with cards that actually get better as you collect. Budget affinity is the perfect example of a deck that can function well enough to play for cheap and can be improved 1 card at a time as a player saves up. Whereas even if you were to throw a Liliana of the Veil into this deck it would be almost no better than before.
I don't think your going to get very far in modern building 10$ decks. You can build a 10$ RDW in standard that you can upgrade to the legit version.
You can't really do that in modern. Maybe 3 years ago. But I built budget infect 2 years ago and it cost me about 25$ even thought I got a lot of the stuff from a LGS at 10 cents a card. I still had to cough up 7$ a piece for might of krosa. At this point even a budget infect list is around 80$. It is just a fact of life, more people are playing magic than ever before, so all these modern legal cards that were printed at low volume are going up in price.
