I really like this decklist a lot. I think I'm going to put this together for a friend of mine, albeit with a different mana base. 7th Ed. Underground Rivers are only $0.99 on tcgplayer. Takes it over the $5 limit, of course, but not by much, and I think it's a worthy sacrifice.

Invisible Stalker? Seems to be a pretty good rouge for triggering prowl
I do agree that Stalker is a very good card, especially with the deck's tribal pumps and prowl costs, but what would you take out for him? Maybe a pair of Noggin Whacks, but what else?
Combo/Tempo
-Strategy
1) Drop Pili
2) Drop Architect
3) Paint Pili blue, Combo off with infinite mana of any color. Draw your deck to find a Banefire or make them draw their entire deck with Blue Sun's Zenith
Expanded Budget Options: More alt wincons such as Wurmcoil Engines or Emrakul or protection from Pact of Negation... can even splash another color.

I didn't forget about Invisible Stalker, but since the deck does not play any equipment and his role would mostly just to be triggering prowl, he just is too slow. You want to trigger prowl on turn two to either land a bigger threat or nasty disruption as soon as possible. Stalker dosn't fit into that concept.
I think I'll take the deck in a less budgety version to this subforum.
We've only got one image and a tag line to go on. For all we know the portrait could just have been 'taken' on a gloomy day and the world could be populated by Pegasus's, squid-folk, and bear people who sing songs about friendship and ride rainbow rafts of chocolate.

You say that his only roles would be triggering Prowl, and that he's too slow, but I'd like to disagree. Sure, he's good at triggering Prowl, but he's also very good when coupled with Stinkdrinker Bandit's pump or Oona's Blackguard's +1/+1 counter(s). Also, short of sweeper effects, to which all of our cards are weak, he's a threat that's very hard to deal with. In a deck full of cheap, evasive Rogues and their pals, he's a cheap, evasive Rogue.
I'm not trying to say that he's the be-all and end-all that breaks the format and pushes the deck to tier 1, but he should at least be considered as a fringe card, or maybe even in a sideboard.

I'm sorry, I think my tone was wrong, I didn't want to sound offended because I am not. I may have done the Stalker wrong, you are right there. I just don't know what I would want to leave out for him. Oona's Prowler would be the first to get cut, i think. I'll have to test that.

Type: $5-10 Strategies:
-Drop a gaveleer turn 1 and equip turn 2 for at least 4-5 damage a turn
-Kick a bushwhacker after a kuldotha rebirth for at least 8 damage
-Resolving a shared animosity will usually end the game or force them to block with everything
-Randomly killing them with 2-3 goblin grenades is always fun
This is the first modern deck that I built on a budget. It can occasionally kill them on turn 3.
Budget: $30
Deck Cost:$26.71 ($3.29 remaining) (i used the medium cost of cards because i thought that would be, in many cases, more realistic)
Deck: Red-Blue Wildfire
Main Strategy is to play annex and dream leash on opponents land then use wildfire, so instead of sacking your own lands for wildfires effect you will be sacking off opponents land and destroying their creatures
Strategy:
-Play undercosted beatsticks
-Play artifacts
-Equip some Equipment
-Swing in for TONS OF DAMAGE
-Dispatch away any blockers
-WIN
Non-Budget Upgrades:
-Mox Opal definitely has a home here. Steelshaper's Gift could fit as well. Honestly, this deck could very easily warp into a Tempered Steel or Affinity deck.
Hope you like it!
EDIT: In light of izzetmage bringing up some cards that I had forgotten about, I have decided to post a second, but fairly different version of the deck for your consideration.
W White Metal V.2 Budget: $20 Price: $15.90 on 8/9/12 Remaining Budget: $4.10
I had forgotten about Court Homunculous, so thank you for that. I already have Porcelain Legionnaire in the deck. Yea, I think I'm gonna have to post an updated list with your changes. It takes it over the $15 budget bracket, but Tempered Steel is just so good. I think the deck is a lot better now, so thank you very much.
I'm not sure which prices people are using? I have a $180 legacy deck (tcgplayer.com prices) that would cost $10 on mtgo. also I would love to post my deck which just happens to cost $16 but I don't know what program you guys are all using.
Well, for $1 I guess one can't make it better, prove me wrong
BbearZ: I stand corrected for Invigorate. 18 lands are enough in my (pauper and Legacy) experience, I never felt mana screwed, but oh well, make it +2 forests, +2 Ranger's Guile, -4 Primal Bellow. And now we have a 98c deck!
izzetmage: Not in $1 build for $2 budget this and Vines of Vastwood fits better. $5 gives us Rancor and Pendelhaven, $20 for Inkmoth Nexus... I think that's it.
