Seems like there's a lot of hate around for Tibalt. Let me show you an epic combo I pulled off featuring him. I did this in a commander game, but I imagine one could pull this off more consistently in modern format:
You can probably make this harder to stop by including Mirror Gallery , so that you can have multiple copies of these gentlemen on the field.
The setup for my specific scenario: I was running a dino deck against a token creature spamming deck. Suffice it to say, at the point I busted this combo out, there were a crapton of creatures on the field. I had enough big blockers to create a bit of a standstill in terms of combat.
The combo: First we bring Ajani out onto the field. It will take 3 turns to buff him up to be able to use his final ability. I personally keep Tibalt in my hand until the very last second. (He only costs 2 mana so this isn't hard.)
On turn 4, with Ajani now sitting with 11 loyalty counters, (assuming he hasn't taken any damage or anything--in my scenario I had blockers to protect him until the time came.), it's time to bring Tibalt onto the field. Fun fact, Tibalt's final ability only costs 6 loyalty counters--he comes in with 2. Once he hits the field, we use Ajani's -9 ability to put +5/+5 on all creatures I control and more importantly 5 loyalty counters on every other planeswalker on my field. This instantly puts Tibalt up to 7, allowing me to use his final ability on the very turn he has entered the battlefield. This ability grants control of ALL creatures until end of turn. I don't know if this includes creatures in graveyards, but the card doesn't specify, it just says "all creatures." In my scenario this was moot because there was more than enough power on the battlefield to serve a deathblow--and my opponent was over 80 life at that point. Because it's only for the turn, timing is crucial. You get one shot, so make it count.
- Play Ajani turn 6 (if your game even makes it that long in Modern).
- Somehow leave Ajani alive for several turns to play Tibalt. Both cards are bad in Modern on their own.
- Ultimate with Tibalt, taking all your opponent's creatures. In modern if you're able to do this your opponent would have long killed you with those creatures. In other matches your opponent won't be playing any.
There's a billion other combos I rather try out before this.
- Play Ajani turn 6 (if your game even makes it that long in Modern).
Turn 6? I take it you've never heard of mana acceleration; and there are cards that make planeswalkers cost less, (though you only need 2 mana for Tibalt.)
1. I can have 6 mana on turn 2 or 3.
2. You want to wait for this combo anyway, because you get control of all creatures only for the turn, thus you want a lot of creatures on the field when you play this. The deck I run this in can bring out multiple big blockers each turn for free. (not tokens)

Insurrection isn't legal for modern. Not sure what Karn & Ugin have to do with this.

1. Modern can't produce 6 mana on turn 2 and very very rare on 3 without the tron lands (which only produce colorless mana anyways).
2. Modern doesn't clog up the board for you to be ticking up bad planeswalkers. Again, if your opponent has that many creatures you're dead. Blockers don't mean anything in a format that is full of removals, creatures with evasion, or instant win combos that could care less what you're doing on your side of the board. You're talking about trying to bring out "free" big blockers and ramping at the same time, which makes the deck less consistent also.
Ugin and Karn were brought up because they can be played on turn 3/4 and are vastly much easier and more powerful to play.
I really hate to burst your bubble or be mean but it doesn't seem like you know the format at all.
This "combo" seems too slow and fragile and plays 2x weak PW's that don't do that much when you aren't "comboing off". Ajani does have some utility but there many better/cheaper PW's that can serve a similar function.
The most efficient combo's with PW's usualy involve Doubling Season which can be paired with either:

I will say the turn 2 six mana thing is nearly impossible without a god hand that pretty much must include Amulet of vigor or SSG, manamorphose, arbor elf, etc. As the pioneer of Amulet titan, I can say the first set up is vastly easier to pull off. The second is more of a all in combo to lucksack into a finisher. Not trying to cast a PW that takes 3 additional turns to work.
BUT if you can do that much turn 2 why not take all the jank out and just play primetime for basically the win?
Another note is the ult doesnt get creature cards in the graveyard. When a spell or ability says creatures it means on the battlefield. Thats the only time a creature is a creature. All other points in time they are creature cards.... For some reason. If not then you would search their library hand and exile for all creatures. Why would the grave be the only exception?

#Samut, the Tested - ult's immediately to bring any creature/PW finisher you want and act similar to an "entwined" Tooth and Nail
(and get Emrakul + Xenagos, God of Revels).
#Jace, Architect of Thought - ult's immediately to cast Emrakul and another card from the opponent.
#Nahiri, the Harbinger - ult's immediately to get a hasty Emrakul (or Blightsteel Colossus).
#Tamiyo, Field Researcher - ult's immediately to "cast" a free "Concentrate + Omniscience".
#Ral Zarek - ult's immediately to give up to 5x extra turns.
#Chandra, Torch of Defiance - ult's immediately into an emblem that turns every spell you cast into a free Beacon of Destruction as well.
#You could even use Tezzeret, Master of Metal (or Liliana Vess) and get a better ultimate than Tibalt with Doubling Season.
