Well that really makes unbans less likely. Part of the reason to modern to be discontinued from the pro tour was that newer cards have a hard time seeing wide play in the format (and so get little camera time during the promotional event). Any unbans would exasperate this, and it seems certain that his issue was discussed at length before the move was made.
I love watching coverage, but hate how modern is treated when a PT format. Double edged sword we have here.

Well, I mean, didn't they decide to move the PT closer to the end of a Standard format rather than the beginning, to prevent the Pro Teams to brute-force solve the formats too early?
A way to prevent PT Rivals of Ixalan solving Standard without moving an already scheduled date is just to swap it to Modern. Which is why I wonder if it's a one-off.
own up to what failings? printing cards that deserved to be banned occasionally? would you rather then not push the envelop at all and just do all reprints all the time?
magic is more competitive than it ever has been and pros have way more technology and resources than they ever, they're not even the first on scene anymore, online and the scg open now lead into the pt so it's even more likely that the pt "solves" the format in 1 weekend and once cards are out the only control wotc has over the format anymore is with a ban-hammer.
glad to see modern as a pt format again, i think kicking it out was a knee jerk reaction to eldrazi winter, which was an obvious problem on mtgo the second that temple was legal anyway so there's no reason to think modern can't self-police itself enough post-pt as long as they don't print cards that will inherently cause a big splash in modern (unlikely hasbro will support that idea unfortunately)

There was also massive verbal backlash from players and writers about the unnecessary and "forced" "shake-up bans" associated with the PT. The removal was supposed to slow down bans and encourage unbans. It's return only alludes to more of these bans.

So, First they used "shake-up-bans" to flush players into standard. Then they stopped the modern pro tour thinking this would lead to a slow death like legacy but that failed to flush more players back into standard. Now they are going back to the "shake-up-bans" so apparently this did flush out more players than having no pro tour.
I would rather have no pro tour than giving more control over to wizards. They are manipulating us, this is nothing but a way for them to use there power of the ban hammer to cause instability in modern.
According to the announcement today, the first PT in year 2018 is Modern, again.
