Cmc 1 and you get a 1/2 with investigate is pretty powerful especially with smuggler's copter's being in almost every single deck now. Even if that's not the case it's still a chump block with a cheap card draw
I think you might be confusing this with standard. Smugglers copter isn't getting played in modern.
To op, I've only been seeing it in decks that care about it being a human.
Don't knock smuggler's copter in modern until you tried it.
Copter does well in tribal based decks/ decks that have a lot of extra creatures.
For example modern humans lists can play it no problem.

I've tried Smuggler's Copter in Modern and I had problems with it. The first place I tried it is Affinity. You'd think it'd be good there--cheap artifact, loads of Crew guys, relevant looting, could use the removal lure, right? Well, things kept turning in odd and sour directions whenever I played it--Crewing it with manlands (admittedly, making Inkmoth Nexus effectively attack for real damage is neat); equipping Cranial Plating to a 0-power creature because they're all I have left, Crewing the Copter, then equipping the Plating to the Copter...in short, I wasn't expecting Crewing the Copter in Affinity to get this contrived.
There's literally just one common Card in the Format that trades 1-for-1 with it and that's Kolaghan's Command.
It's a 1/2 Body for W, it cantrips for 2 and is a nice topdeck at all stages of teh game.
Yeah you would only want to play two of it if at all in that deck.
Fairies, merfolk, humans, actual tribals decks want it. Every creature can crew and does want extra lands late game.

I think that Smuggler's Copter is really good together with Lingering Souls which it can discard and the tokens can in turn crew it.
So in BWx Midrange decks (Esper/Mardu/Abzan).
Thraben Inspector mostly goes in "Humans Tribal" becuase otherwise (without the tribal synergy) it is a bit too weak and outclassed by Wall of Omens in other white decks that are looking for card drawing creatures.
thing that I noticed is why hasn't shape anew taken off with the investigate mechanic. for a long time such a deck needed a dependable source of token artifacts....
Dos: You're misunderstanding why Thraben inspector is good in the decks it's in.
1) It's an solid body that survives and trades with several early game threats with Toughness 1.
2) It provides Card Advantage in decks that want it. Aggro Decks run out of gas fast. A clue token turns their excess mana into cards.
Wall of Omens is better in a deck that wants to play defensively, since it's got larger toughness, but it also has defender. Inspector has one point of power. While that is no Goblin Guide, that's still a starting point for aggression, so it's better in aggressive decks.
