Gurmag and Tasigur have far better and more reliable grave ammo than this... And how bad would it be to have this thing Remanded? You would literally set yourself up to lose. I don't think this is anywhere you'd want to be in Modern.
If Thoughtseize was just a universal answer to dealing with an early counter spell, Jeskai Harbinger wouldn't be nearly as powerful as it is. I really don't mean to sound pessimistic, and I swear to you I'm not trying to rail on you, but I think that this synergy (and even just Devastating Summons in general) is just bad, at least in this format. There are just far better cards to be spending your resources on across a TON of extremely viable decks in Modern.
This card exemplifies "zerg rush". You sacrifice your economy for a bunch a small creatures. If your opponent can't deal with it, they lose, otherwise, you lose. It doesn't go with Tasigur/Angler because they are not aggressive cards. Putting Tasigur in the deck doesn't accomplish much anyway - if you never cast Summons, Taisgur won't have enough food, while if you do cast Summons, you've already gone all-in so Tasigur is win-more.
It goes well with Bushwhacker because, well, if you have a giant creature, giving it haste wins the game faster. The fact that Summons gives you two guys means you pick up an extra point of power from Bushwhacker as opposed to if it gave you a single 2X/2X creature instead. Both Summons and Bushwhacker are cheap, which lets you play them both on the same turn for maximum effectiveness.
It's a decent card against combo decks which won't try to disrupt you, although there are other creatures which are also good against a defenseless opponent, but don't take away your ability to cast spells on your fourth turn. Goblin Rabblemaster is one example in red, Geist of Saint Traft is similar but for another color combination.

I'm always surprised when people use the Delve excuse for absolutely anything: discarding cards (oh it doesnt matter the card is terrible, i'll just discard it to fuel delve xD), sacrificing permanents, playing crappy cards which you don't mind binning because it "fuels" Delve.... lol. Delve is strong precisely because you don't have to do any bad things or jump through hoops to get advantage of it, it just happens naturally when playing the game, same as Goyf. Tasi is good because you can just fetch a couple of times, cast some cantrips and thoughtseize the opponent and - oops! you just happen to have a 1 mana 4/5!.
Devastating summons is a terrible magic card and is only really good in Bushwacker due to their extreme agressiveness and "all-in" nature, and above all due to the fact that they can give their Summons haste and +1 and generate a TON of damage.
