It only helps people if they can empty their hand. If you have a way to bounce a (preferably non-land due to the extra land drops) card repeatedly each turn, you could draw all the extra cards yourself. But that seems a little too high effort for 3 cards a turn.
I think the only way this would see play is if someone can combine it with the Ghost Quarter + Life From the Loam + Land Destruction + Seismic Assault package that some decks run to lock the opponent out of casting their non-land cards. That said, it also hurts that plan by giving them more cards and land drops, which is actively counter productive to that strategy.
That's probably way to cute for no real gain though, and its almost certainly not worth running an artifact that otherwise does nothing to help that deck's issues. Still, maybe somebody who plays the Assault Loam deck would play test it and see if it smooths enough of the decks edges off to be worth the double edged sword.

Ghirapur Orrery seems a little better since it's colorless and if you empty your hand on the turn it's played you'll probably get the draw before your opponent. Being 4 mana is nice too since it can't be decayed.

I'm confused by abzan advantage over jund... Jund plays blackcleave cliffs, abzan plays no fast land... if anything this would remove one of jund's advantages? Although more likely its a wash since they can both use the GB one?

Well OK, so, this set is now ridiculously bombshell. What the heck is going to happen? I can't even fathom the potential modern meta shakeups.
BW Tokens gets a ton better. Junk gets better. Jund gets better. BUG is maybe playable? 3 color hatebear decks are possibly a thing. UR Delver gets an even better manabase. Grixis UR splash back gets better mana.
UR Storm actually gets a pretty huge bump, even though it's kinda garbage tier still.
I had to read this twice. This card is a so weird just to begin with. It's a four mana card, so you can't use it for value, like in a Soul Sisters list. It puts it into the combo domain. Notably it doesn't work with Landfall, so those shenangians are gone except with Darkstell Citadel. There could be something with zero mana artifacts and Suture Priest.

I agree the 4 mana cost is the biggest argument for it not making that much of an impact in Modern, but I feel like that just means ramp decks are the best place for it.
I disagree about using it for value as well. Modern is still a "turn 4" format, but there are decks out there that could abuse the hell out of this and can get to 4 mana early on. Green devotion can cast it turn 2, Kiki Chord might be a good place for it, as would that melira-finks deck, both of which play tons of solid ETB effects and could pump this out by turn 3-4 no problem.
Kozilek's Predator or Eyeless Watcher + Eldrazi Displacer and this is infinite colorless mana/scion or spawn tokens. But that's a 3 card combo. This is definitely a combo card and not a build around engine type card because the formats just too fast to be wasting your 4 drop on a do nothing. Its still not fast as a combo piece and you need a couple other cards to do anything with it, one of which you need to have ETB after the panharmonicon... If it was a 2 drop, maybe but at 4 its too slow.

Landfall triggers when a land enters the battlefield under your control. Most lands aren't artifacts or creatures, though some are.
