On paper this card looks great. Cheapen spells/quicken spells, can be a late game beater, and has prowess. Sure it fails the bolt test, but it does pass it when it's flipped, but the positives certainly seem like it outweighs the negatives. What is wrong with this card that it can't even find a home?

It's competing with Goblin Electromancer is the problem. It does have the advantage of having a bigger body when flipped, but the only thing that comes to mind that could use him is a storm deck.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!
Cost reduction needs to be built around. You need to play a good number of spells that cost at least 2 mana, and you need to cast more than one spell per turn in order to get the most out of it (if you're casting only one spell per turn, an effect that reduces costs by 1 is no different from a Mind Stone).
Then again, if you're building around cost reduction, Goblin Electromancer exists. Do you need 8 Electromancers in your deck, 4 of which you have to jump through hoops for?
It's actually pretty slow to transform, since you're not getting 3+ instants/sorceries into your graveyard before turn 3, barring a very lucky T1 Thought Scour and/or multiple Gitaxian Probes.

Electromancer sees no play and it's not hard to cast like electromancer is. I think Homunculus seems decent when you play leak/remand and thought scour. I don't know if it's good enough but I bought 4 to try it for fun.

Right, that's the thing. It does what electromancer does and that doesn't see play. I'm not sure how this guy will fare better.

The thing is that you are playing this card because it's easy to put 3 instants/soceries in your graveyard for this thing to flip. If this card isn't good enough, it's because you have to wait a turn to flip it.

I don't think its good enough but I think the comparison to electromancer is wrong. It is more like a mix of delver and electromancer. Its flip is probably better than delver flip due to the prowess, but 2 vs 1 mana is a HUGE Deal. At least you can use the first side on turn 2 to help cast you an extra spell you couldn't have but the card just seems too slow for modern.

I mean thought scour, serum visions and Izzet charm get it there really fast. It also has great synergy with Origins Jace/Bedlam Reveler. I think it's main issue is that you have to wait an entire turn to flip the card. If it was an endstep trigger, this card would be a modern staple.
