My first thought was 'fetchlands.' Why would wizards want to make these things incidentally even better than they already are? I also like it with Flagstones of Trokair and Harrow or other such tomfoolery.
I'm looking for library dumping cards to the GY (other than Dredge) to try to abuse this but not coming up with much. Any 3 cmc spells (or less) out there let you mill your library or most of it at once?

Molten Vortex may be worth a spot, but it's not as broken as Seismic Assault because you have to pay mana every time you use it.
Note that Explosive Vegetation gets two lands into the battlefield for four mana. Stunning Growth must beat that rate for it to be worthy of inclusion in a deck.

It'll be good for the Standard version of Madness since it's a Vampire (gets Stromkirk Condemned and Stensia Masquerade bonuses), and it's easier on their mana (whereas we can play Noose Constrictor pretty easily with fetches and shocks).
Is Imprisioned in the Moon modern playable?
a 3 cmc removal seems pretty bad (cards like Maelstrom Pulse see play but are definetely better than this) but decks like UR Blue Moon don't really have creature removal for big butted creatures and it helps their Blood Moon plan. Seems not unreasonable, although I wish it would have flash (so you can actually used it to trap new Emrakul without needing to topdeck it, would be a lot more flavourful if you ask me)

Actually I kinda sorta like it in Bant Eldrazi sideboard as a way to get colorless through a Blood Moon.
Sigarda's Blessing is super relevant for Puresteel Paladin. Drawing cards at instant speed, protect him against Lightning Bolt at instant speed and allowing to hold up the Defense after playing Retract is just... a blessing.
Even Midrange versions with Paladin get ridiculous with it. Flash in Swiftfoot Boots or Lightning Greaves as a permanent Vines of Vastwood?
Puresteel and Shikari Buyout could be a thing, even if it is just for a while.
Then there is also things (if you want to bulk up on the equipments) like Accorder's Shield. Flash in on Turn 2 to fade the lethal bolt and draw a card for 0. There are worse things you could be doing. The one thing that is for certain, if equipment can't see play with this thing.. they likely won't see play in Modern which is sad because we lose that design space essentially. I think this has a real chance to make a deck though. 1 CMC is totally where you want it. Comes down early, not the easiest to remove (how many people pack MD enchantment hate? Essentially Jund and Tron?). If they are using Abrupt Decay on the enchantment so be it. I also have a feeling this potential archetype would have an awful Jund/Grixis matchup due to Kommand.
On one hand it's slow as balls being a 3 mana card that replaces choice land/creature/planeswalker with half a Sol Ring, on the other it hits three different things.
But on the third tentacle, it's an aura. And it kinda ramps the opponent when used on non-land cards. And it doesn't disrupt Tron like a Spreading Seas does [DISREGARD THAT, READING IS HARD]. And it doesn't cantrip like Spreading Seas does.
So really I dunno. It's like, you're paying quite a bit upfront for a patchwork job of a card, but the design it's going for is still appreciated. It's just, would it kill it to go full Song of the Dryads and turn the enchanted card into a Waste so that it at least affects Urza lands? [DISREGARD THAT, READING IS HARD].
Or maybe be a bit cheaper?
Or be a non-Aura enchantment?

Really I'm looking at it and trying to figure out how you put Convincing Mirage and Hero's Downfall together and make something out of it that's slightly better than IitM, because IitM is like the rough draft concept of a card I would like to play (mind you, I don't think colorshifting Song of the Dryads gets me the card I want either. Loam Valakut? Maybe now my Loam-Tron-Realms Uncharted deck can happen. There is a lot of room for play here and I'll be happy to see what comes out of it. Obviously this set is enabeling a lot of graveyard stuff so I can only imagine that the hate is going to tick up once these decks start cropping up.
I'd be real happy with a spirits deck in modern. I was thinking Bant right off the bat for Nobel Hierarch and Collected Company. Rattlechains does give your deck flash, and a lot of the spirits already have it, but it'd just let you play pretty much 100% of the deck at instant speed. I could see it turning out that just a batter density of spirits is the way to go.
Wizards REALLY wanted Madness to be a thing. I suppose a Putrid Imp/Tireless Tribe would have been too strong for their design philosophy:

Oh yeah, there's basically no way that's Modern playable when we have Mongrel, Troll, and Infestation already. Just remarking on Wizards pushing the Madness strategy, primarily with an eye for Standard.
I am simply curious, as I have built the deck as a gift for a friend, but could Sigarda's Blessing actually create advantage in Bogles. Is the advantage of flash enchantments potentially worth the card slot in a deck that is mostly auras?

I would think no since you are not worried about your creature being removed in response to the Aura, which is the main downside to playing them. If you were putting auras on non-hexproof creatures then yes it could be good, but otherwise It's not really needed.
Seems better in legacy lands.
