Any chance that some of the more control oriented or combo oriented decks in the format (UWR Control and AN springs to mind) could potentially sideboard in a couple of Chancellor of the Annex against very quick decks? It seems like this would really hurt decks that try to t1 goblin guide or nacatl. On the other hand it's a pretty abysmal topdeck in those cases, though with combo decks it's not likely to matter what you topdeck anyways.
If you could dread return it, it'd be pretty sick, but the only place I've ever seen it played to any effect is legacy reanimator. Since you can't it's pretty bad
I've seen it played in Legacy Combo decks to prevent interaction turn one on the play. But these are T1 combo decks that aren't really trying to play magic with people.
Modern isn't fast enough for Annex to really matter.
Thalia is better. I do actually frequently side in Thalia against burn decks, and it is very effective in my experience.
The thread wasn't what can zoo decks sideboard in, it was "could this card be good vs. zoo decks". Thalia does not do the same thing as Chancellor, one hits any spell and one hits non creatures. The intent of the question was that you could bring it in vs. zoo to get a free counter spell vs. their Goblin Guide, or Nacatl or whatever turn 1 play they make.
If you are control (UWR for example) and cant answer a t1 goblin guide your deck sucks (path/bolt/etc).
If you are combo, you better find the way to be faster than the aggro player, or SB card that buy you one turn (darkness, fog, etc) is better.
either way, chancellor of the annex dont do the work done in both scenarios.
edit: what i COULD see working is a reanimator deck with annex main deck, with discard or other way to protect it, or blow lands to a hard lock.

You never said Zoo specifically. You said quick decks. In my head, I was thinking Burn, and Thalia does great against them. I still don't think the Chancellor has a place in Modern at the moment though.
