The latest SCG Modern Premier IQ had 4 Jund decks and 1 Grixis Twin deck in the Top 16.
All of them ran Kolaghan's Command. I think that should end the discussion about if it's good or not.
Agreed it is an instant speed card advantage machine. Not quite as powerful as electrolyze can be, but usually as least as good. Moreover it is a more versatile card.
While it is definitely good, Jund is still worse than Abzan, especially since Dromoka's Command should theoretically be better (not sure if it is in practice, I haven't been paying attention recently).
Dromoka's Command does not generate card advantage as easily. It requires a more limited instance of circumstances. It also can be dead against certain types of decks.Kolaghan's Command can be used with more common board, and stack states. Most states Dromoka's Command may just be one for one. So it functions more as a conditional removal spell.
These states generates card advantage. (Further for fight to work you need a larger creature, so most modes are conditional) I ordered them to what I felt was more likely.
Fight a creature and sacrifice an Enchantment.
Fight a creature and stop a burn spell.
Stopping a burn spell and sacrifice an Enchantment.
Block +1/+1 counter (attacker dies) and sacrifice an Enchantment
Block +1/+1 counter (attacker dies) and fight a creature.
Block +1/+1 counter (attacker dies) and stopping burn spell
Kolaghan's Command has one mode that nets card advantage with very easy requirements to meet. The other modes are pretty easy too. Shocking the player is the only mode that does not generate card advantage, but it does put more pressure on the opponent or just win the game if their health is low.
Return Creature Card and Discard a Card (generally always guaranteed)
The command also goes well with tasigur and is even more fantastic with snapcaster. You can get to game states where your mana where you re buy snapcaster over and over
