Actually the Modern palette is quite broad as it is. The problem really is that people are scared to try their own things because they feel like they will be criticized for not playing a netdeck. I will say that deckbuilding takes quite a bit of practice and trial and error, but its a fun path to take in modern. THere are a lot of cool cards out there that get overlooked imho.
On Topic: I think Scepter Chant could happen if Orim's Chant. Now before you say its too powerful for modern, try and remember its was too powerful in EXTENDED, modern has ways to deal with it like Abrupt Decay.
The thing is, and I've mentioned this before, I'm pretty much convinced that if you're not a pro (or a pro in the making) its nearly impossible to create a deck that can even be tier 3, much less get up to tier 1/2 status. For instance, I've made some really, really awful attempts at brewing, but then realized they were worthless and quickly dropped the foolishness and went back to netdecking. That seemed like the logical and rational thing to do.
So, why would I create something new when its obvious I'm not a pro and don't have the skillsets of a pro? Its better to just work with an existing commodity. I just kind of wish the card pool allowed for more of those commodities to exist.
All I can say is, that is a really bad attitude. Moreover, just because you can't do a thing doesn't mean no one else can. It doesn't take an aspiring pro to be good at this game, or to be creative for that matter. Strategy, logic and probability are the fundamentals, capped off with an artistic flair.

The reason most brews fail is two fold;
1) The brew is jank and it tries to do something some other deck can but using a pet card. A lot of the new decks posted by people in the forum is typically someone trying to make a deck they want to work, rather than build a deck that *can* work. That's why you see 200 decks for every brew that becomes a primer. Now, as for those primers....
2) Most brews don't have thousands of people banging on them to get them ironed out. The Landless Pitch deck that was posted, for instance, had maybe five people testing it, coming up with ideas, and others. Then there are "Conventional deckbuilding" things that everyone always gets hung up on (I stand by the reason Slivers isn't a deck is because people don't use Vigilance-Slivers to allow them to attack while leaving the "mana" open. Most decks are "Merfolk without counters" and they fail horribly) and those constrict constructive thoughts.
Brewing in Modern or MTG in general is still viable, it's just that 80% of the people "Brewing" are just trying to make pile of jank instead of a deck.

Oath of the Gatewatch; the set that caused the competitive community to freak out over Basic Lands.
Agreed starg, but a word of caution. Making a pile of jank isn't a bad thing, at least you will learn what doesnt work. Take any singer for example, they have many more songs that flop than hits, but the hits are so good no one cares about the flop songs.
ALso sometimes people learn new things about specific card interactions in jank decks that they can then apply to a non jank future deck. SO you see, even jank-cranking should be encouraged. Never stifle creativity.
It's not impossible to brew your way to a tier-1 deck. Last standard, I was on 4-quicken-3 planar-4 verdict-no d-sphere UW control about a month and a half before Adrian Sullivan's first article on the deck. I was 55/60 mainboard slots identical to the list he posted, and was 58/60 to what Ivan Floch later won the pro tour with. I had tons of people telling me for months beforehand at IQ's and stuff that planar cleansing was bad, the quicken-card draw build was bad, detention sphere was unbeatable, etc, etc. I just kept grinding and winning and by the end of the format, I got to point out to everyone that I was correct, and I had months of extra experience on the deck and consequently never lost a planar-build mirror match. It's not impossible, it just takes work, experience, work, more work, and finally a little bit more work to tweak the numbers down correctly and solve the problems necessary to make a deck compete with the top tier decks.

Far Wanderings could make a huge impact in GSZ. Maybe not to tier 1 territory but it would make for a very explosive Tight Sight style deck. But with Threshold a 8 or 9 on the storm scale I doubt that is ever going to happen. Or Windfall/Turnabout.. But that's just me talking.
What if something like Food Chain were to be reprinted? I know it combos with Misthollow Griffin but it could theoretically fill the void that Birthing Pod left behind. They seemed to have went for Collected Company to do that job though. Most of the other cards can be found for Modern.
I'm also a fan of Sneak Attack, there is currently no viable Through the Breach deck and this could make a Through the Breach/Sneak Attack deck viable. I would say they are really close in powerlevel, so it should be fair. (1 Emrakul hit is usually enough to win, so I don't think Sneak Attack is better..)
Land Grant would boost 7-land belcher. I guess it would make it 3 land belcher so maybe it doesn't count
I'm honestly not really sure whether we would play many less lands in Belcher. Land Grant probably just makes an entirely new belcher deck which is more all in, probably ritual based etc. 7-Land probably plays it but doesn't actually cut too many lands as we have the Wurmcoil/Batterskull plan going as well.
Ever heard of Griselbrand Reanimator. If you want to do broken stuff with breach look at this deck, since it abuses them pretty hard. Sneak Attack would spawn another version, but I doubt it would be better (I'm playing this deck btw).

Kathal

Oh, I forgot a card, Wonder for Dredgevine. It would boost the deck to a solid T2 deck. Anger and Brawn would also give the deck a small boost, but I doubt that they would see any play at all

Astral Slide - to put blink decks on the map. And let Eternal Witness shine once again.
Threshold, as a mechanic. I'd love to see what it could do for not just Dredge, but also control. Mystic Enforcer wasn't just good for GW beats, he was a solid UWG control finisher. Also a Compulsion reprint would be swell, mostly for the same play style

-Goblin Matron, Lackey, Piledriver, or Ringleader would all give modern vial goblins a boost.
-Fact or Fiction would give Ux control a big shot in the arm. It would also enable some potential reanimator / solar flare shenanigans.
-Argothian Enchantress would make enchantress a viable tier 1-2 deck.
-Veteran Explorer for Nic-Fit style decks.
-Unearth / Reanimate would give strong viability to reanimator style decks.

I would disagree. Enchantress's best combos are all not Modern legal.

Basalt Monolith would be a sweet addition for Mesmeric Orb but that deck isn't playable of course.
MUD would work with better lands like Ancient Tomb and City of Traitors.
