thank you very much for your advice. Do you mean Splinter Twin with Grixis Delver, because its the only grixis threat i found. I really don't like combo decks. So it wouldn't the right choice. I'm able to pay ~650$, so the black cards are buyable. The deck should be competetiv, i dont like budget decks or non tier decks.
Twin isn't a traditional "combo" deck as in the normal sense of only winning via your combo.
Most of the time you side out your combo pieces game 2 & 3 and side into midrange/tempo/control. Depending on the build.
Blue and black seem like good colors for those cards.

Cryptic Command is the kind of card that pushes you into a more controlling deck and you want to be holding cards in hand a lot, Lily incentivizes you to actively live off the top of your deck. Those two goals don't really mesh together very well.
I recently had a lot of succes using a Faeries list covering 3 Cryptics, 2 Snapcaster Mages and 2 Liliana's. I never came into trouble playing them simultaneously. I top 4'd three PPTQs (25-50 people) in a row playing the list, with one intentional scoop in the semi-finales to let a mate play it out.

Yeah I think many people don't consider that you can run some number of Sunken Ruins. Obviously that kind of deck will be vulnerable to Blood Moon, but I don't know a UB deck in Modern that isn't (Mentor, BUG, any kind of Esper, Grixis).

What is the next best Snapcaster deck besides Twin? I have most of the blue Modern staples but Twin is a poor choice in the local meta since there's so many people playing Jund and Junk.
Well there is the rising Grixis Delver, but it allso seem to have a bad BGx matchup.
From my own experience UWR control fare okay against BG, Though i havent played much against jund as i only play paper and the modern community locally is still developing as we started have modern evenings about 6 months ago. Against Abzan it seems to have an okay game, using my and the UWRx midrange players' experience.

I'd take a look at Modern Nexus. They have great metagame info that can help guide your deck choice, along with some great articles. I also recommend reading /r/spikes over on reddit. It's been on a Modern kick over the past few days.
Watch Modern games! mtgcoverage.com has some awesome games that you can take a look at to see how people play their deck.
Hang around on this forum. It can be a bit of an echo chamber sometimes, but it does have good info coming out of it every once in awhile.
Lastly, play Modern! Find some Modern players and proxy up a list that you're interested in and jam some matches. Try out a few to make sure that you're settling on the one you like the most, then pick it up and give it a whirl. Never just buy a deck because you think it might be fun, because if it's not you're in a world of hurt.
Play modern on Xmage first to get a feel for which deck you want to invest in. Xmage is free and it kinda sucks shelling out hundreds for a deck which you don't enjoy playing.
I think an excellent way to get to know the format and how the decks play is to watch some content on twitch or youtube. Not only will this give you insight into how the decks works, but the commentators will (try to) explain the more nuanced aspects of gameplay.
There are events in the next couple weekends to watch, so tune in on twitch and you'll get an introduction to the format.

What's the best Sun Titan deck in Modern? That's what I need. Preferably with all the Wall of Omens possible.
Probably some type of UW Control with Vendilion Clique, Kitchen Finks, Celestial Colonnade, Restoration Angel, Snapcaster Mage, and Wall + Titan. There used to be some lists for this type of Tap Out Control, but I think that they're outdated.
