Now here's a guy you actually want to remove counters from! Since it reads "Whenever a +1/+1 counter is removed from Protean Hydra, put two +1/+1 counters on it at the beginning of the next end step." It doesn't care how the counters were removed. Take 2, get back 4. Take 4, get back 8. If I'm reading this system right, it also works on your opponent's turn as well: "beginning of the next end step."
So this is a two-card removal and giant beatstick combo. Nothing I'd build a deck around, but potentially good in a deck that already runs BG.
While that is a nice little engine, I question how good it will be;
In order to not kill the Protean Hydra, you have to give it two counters, cost 2G. So you tap out T2-3 to play a 2/2 in order to get your engine going. It's powerful when it lands, but you're highly susceptible to counterspells.
I know, I know, but Hardened Scales T1 at least gets you that 2/2 on T2.

As far as I can tell, getting +1/+1 counters is easy, it finding ways to remove them that are useful that is not. Retribution is just removal, that's it. We need other removal engines.

Things WotC cares about:
-making certain Standard cards can be played in Modern, therefore increasing their value and increasing WotC's profit margin
Things WotC does not care about:
-keeping the ban list as short as possible
-taking chances with an entire format for the benefit of a single card
-catering to play styles that newer players generally don't like and will lose them more players than it will gain
-keeping the meta balanced between archetypes/colors/whatever
-keeping cards on the secondary market cheap (available yes, but not cheap)
-keeping the meta diverse (as long as a single deck doesn't threaten the popularity of the format)

Not necessarily; being able to remove creatures so effectively means that any sort of "Combat Damage to opponent: Do X" effect becomes a lot more reliable to trigger.

Festercreep
Festercreep enters the battlefield with a +1/+1 counter on it. 1B, Remove a +1/+1 counter from Festercreep: All other creatures get -1/-1 until end of turn.
And then there's Cauldron of SoulsT: Choose any number of target creatures. Each of those creatures gains persist until end of turn.
With a sac outlet - Undying some other shenanigans.
Play the Evolving Elf to get it out sooner.
I stopped looking at 5 figuring it wouldn't be fast enough.
Add blue and you get the option of removing them to draw a ton of cards. Seems reasonable, though maybe not good enough. I specifically refer to sage of fables, novijen sages, and zameck guildmage.
Yah, listen, please don't think I was advocating any of the tech in this thread as a blockbuster strategy. This thread was a couple months ago; we do this every set, play with the new cards and bat ideas around. But if it's worth an entry fee to give it a shot, have fun.
But if you really want a deck against Delver, try BW Tokens. That can own UR Aggro strategies all day long.

Forgot all about this card until I heard somebody suggest it against Young Pie Romancer tokens. This gets very interesting with both Hardened Scales and Retribution of the Ancients. Ancients to remove a counter per turn to keep Necroplasm on 0 or 1 (also useful against Delver, Swiftspear, Bogles, and so on), or Scales to jump Necroplasm over its own CMC so it can go on clearing the 4 CMC slot and up.
I'm sure we'll find the deck in all these shenanigans eventually.

Necroplasm is so good against Delver that it might enable this deck to be competetive in that MU all on its own. It literally wipes out everything in Delver's deck over the course of a three turns while only costing three mana, then you can dredge it back to do it all over again if they deploy something you can't deal with.
you necro'd a thread that was almost a year old...

Welcome to the forums! Glad to see you were inspired to join, but unfortunately, this particular thread is almost a year old, with no serious activity in even longer than that. Normally, this might result in a warning for "necroing" a thread, but no worries about it because it's your first time here.
Based on this, I'm locking the thread. If you're still interested in discussing the Humans +1/+1 engine, I encourage you to browse around Deck Creation for some existing lists or start a new one yourself! Let me know if you have any questions.

I love making decks. I'm playing in Modern event Wednesday and I'm going to test this. I think it has a shot vs Delver.

and you could totally throw in the sisters (Soul's Attendant Soul Warden), serra ascendant, and martyr of sands are all humans, and Ajani's Pridemate interacts with counters
of course, allies are humans and work with counters Hada Freeblade Kazandu Blademaster Ondu Cleric (not humans but works with life)
If you're running hardened scales and rancor, you could throw in ethereal armor
Separate note: mono green might be good with hardened scales : Avatar of the Resolute, Experiment One, Scavenging Ooze, Strangleroot Geist
