One place I could see it is in a U/R Storm list that abandoned the traditional Pyro Asc./PiF/Grapeshot approach. Caleb from Channelfireball posted a video today with a Cruise Storm list for Legacy that mainly won with Goblin tokens and I really liked how it played out.
I could see the combo in a shell like that. Maybe supported by Young Pyromancer + Battle Hymn. I know getting Cruise Remanded after you've copied it is a pretty big blowout, but we've got Probes to avoid those kind of things. (EDIT: actually we can turn it into an advantage by playing mind games. If we play Cruise and pass priority the opponent has to worry about a Vengeance in response to Remand.)
I'm have to say I'm not convinced. If you're talking about Storm, this is no stronger and less consistent than Ideas Unbound. But the main reason I'm skeptical is that on it's own, Increasing Vengeance isn't a strong card.
Vengeance is indeed a weak card. But could be manageable in a 20-24 cantrips deck (like Storm) where drawing the combo might be doable. Copying a Serum Visions or a Ritual isn't the greatest but it's not horrible either (it effectually gives you 4 extra Rituals in a deck that got most of them banned). The thing with Ideas Unbound is that it's in an off-ritual color which means that you'd need Manamorphose if you'd realistically want to go off on the same turn and then it too becomes a 2-card combo (alone IU fills the yard but doesn't refill against heavy disruption. Basically an expensive Faithless Looting)
Cruise is definitely powerful alone, but is it powerful enough? I mean you'd probably need to cut Pyro Asc. if you'd wanna run it in which case you might want the extra "boost".
Swiftspear is indeed cool. A Grapeshot with legs. Only problem is we probably don't wanna run too many dudes. Could take out Rabblemaster + Plunge (at that point we might not be able to cast Plunge reliably. Or at least without saccing something we don't want to sac). Also we don't have removal to force him through
That could turn into some explosive T2's. One problem with this is that if the draw is powered up by Howl - all the action happens in the 2nd main phase. So they's a lot of prowess going to waste. On the flip side Rabblemaster doesn't contribute much to the Storm either.
I do think Rabblemaster is a worthy inclusion since he enables raid and is a must-answer clock in and of himself. (Same for Swiftspear in this style of deck.) Don't be too stressed about the creature count- it's good to have repeatable damage sources.
