While Burst Lightning can be seen as usually being worse than Lightning Bolt, there are few 3 toughness creatures in Modern outside of Zoo and a few manlands. Most creatures in Modern have either 1, 2, or 4 toughness. Burst Lightning is just as effective as Lightning Bolt against 1 and 2 toughness creatures and in the late-game can kill 4 toughness creatures. The one downside is that it is worse at killing the opponent and killing planeswalkers, but it still seems like it should see some play.
Condescend is just an amazing card. It can be cast for 1 mana on either your spell or an opponent's spell to scry 2. It actually stops the spell, unlike other counterspells that dig such as Remand which merely delay spells. And unlike Mana Leak, it can be used in the late-game, though it is somewhat inefficient. So why does it see no play outside of blue Tron decks?

Celestial Flare is an underacknowledged card from where I stand. Primarily useful for sabotaging Bogles without being entirely dead in the lack of a Bogles encounter.

I like it against Bogles but I still generally stick with Engineered Explosives and Spellskite because they are so useful everywhere else as well and because Bogles often boards in Leyline of Sanctity.
I ran a kind of UW Tempo build a while back that made use of cards like Vapor Snag and Silence along with Snapcaster Mage to deny my opponents board presence. Both Silence and Vapor Snag were really really good for me whenever I'd play them. I would use Geist of Saint Traft as a finisher most of the time. Cards like Blind Obedience and Azorius Charm would also buy me enough time to get through. I had Celestial Colonnade and Tamiyo, the Moon Sage for late game plays as well. It was my attempt at making a Modern viable deck without Fetches and super expensive staples. It worked pretty well for me, the real game came from the sideboard though. It performed fairly well, little guys and Snag pings got there most of the time.
Blood artist. I love this card and tried him in a BW humans list and it was actually pretty good but I just didn't feel it was the best place for him.
The ability is just so good and with a sac outlet and some creatures you can really get another push of damage that can end a game a turn or 2 before you otherwise could. Not to mention it makes combat math and trades a mess for an opponent.
There will one day be a competitive list with this guy......
Lotus Cobra - I always felt like this card could do crazy things in the right deck. Maybe its P/T to mana ratio is just not enough. If this was a 2/2 at 1G or 1/1 at G or something it might work better. Might just be too slow compared to running Steve or Wall of roots at the same mana cost. Glittering Wish - This card has so many great wishboard targets. Seems like some Junk or Bant list could make use of it. Or even more colors using City of Brass, Mana Confluence, Pillar of the Paruns, Reflecting Pool, etc.
Cards that DO see play but I feel like could be utilized more: Knight of the Reliquary - Probably held back by lack of options for utility lands. Young Pyromancer

Lotus Cobra is just a 2/1 for two, with a minuscule chance of doing anything more. If you build around it, every other card in your deck is worse, with costs that are too high. If you don't build around it, you don't need the additional mana in the first place.

I've casted condescend many times and love the card in blue tron but it does have the issue of being significantly less useful on the draw than on the play that really holds the card back.

Maybe but remand is a solid multitool of a card. I may test it though.

Remand is a solid card, but in Control decks it isn't very good. Delaying the opponent a turn isn't good enough when you aren't applying pressure and Remand is bad in the late-game when they can easily recast it.

It was more to buy time and attacking opportunities than anything. I could bounce threatening creatures back to their hands/top of deck with Vapor Snags and Azorius Charms, then the next turn I'd sometimes have an opening to get through for some damage. My goal was to limit my opponents board presence as far as creatures are concerned, being able to deal with one or two threats on board with little issue. Little by little I'd take off chunks of life till eventually I swung in with something like a Geist or a Mirran Crusader out of the sideboard. Blind Obedience would lead to creatures coming into play tapped, thus leading to more opportunities to sneak in some damage. I would sometimes begin extorting off all the cheap spells in my deck if I really needed to. Continued beats with guys like Snapcaster Mage and even Imposing Sovereign (which I ran for a time) built up over time. For especially threatening spells, I'd usually have a Mana Leak handy. If it were just a creature, Snagging or Charming it was a good way to deal with it for a turn.
I'd also have Terminus and Supreme Verdict in the deck in case things ever got out of hand on board. So I'd usually have two copies of Blind Obedience in the deck to start, and if things got out of hand late game I was able to Verdict or Terminus the board then finish off my opponent from time to time with Colonnade beats. Maybe lock down a threat with Tamiyo.
By no means was this super competitive or finely tuned to a meta, but it had game. I definitely agree that Tamiyo, Silence and Azorius Charm especially should see more play.

Agreed on Deprive and Mana Tithe, but I personally think that Delay isn't good enough. In Control or Midrange you would usually prefer a permanent answer and in Tempo and Combo Remand is better.
Blood Baron of Vizkopa, i really think this guy its a powerhouse in Modern due to proteccion from black, white and 4/4 body dont die to bolt, very hard to deal with it and 4/4 lifelink its just good enough to see play, all this for 5 cmc
I think this card will see a lot of a play in the future, just wait for the meta changes or see new cards comming

Keranos is already showing up in some SBs, and works great, but he is a slooooow dude.
Also, he will never be alive in a control deck, so he's just the enchantment part.
For 5 mana sorcery, I could draw 4 cards.
The fact that Keranos so rarely turns into a creature is a benefit, if anything. No need to senselessly open it up to interaction in the form of Path to Exile or what have you.
Dimir Charm: Counter Sorceries can be good vs scapeshift and past in flames. Creatures with power 2 or less can be a lot of creatures, but not least the kiki jiki combo. Or it can be a scry cards (the weakest abilaty.)
Hindering Lights: A poerfull effect, but no home for it?
Voidslime: A functional counterspell at 3 mana. Can also stop a pod activation or function as stone rain vs a sackland.

I agree on Hindering Light and Voidslime. If Dimir Charm could also counter instants or if it destroyed creatures with cmc 2 or less it would be much better.
I think I really should try out Condescend in the Remand slot of my UWR Control deck.
The card does real work in Mono-U Tron and I wondered actually why it's the only deck that plays that card. I mean you get the Scry 2 no matter what so it's not that bad even if unable to counter something successful.

if you can consistently ramps her up, she can be a real threat.
