DING DING DING! We have a winner. This is the kind of combo that I'm talking about; one that actually makes Return to the Ranks worth using.
However, the problems I foresee are:
1) it's a 3-card combo. Meaning it's inconsistent and the pieces will take up a lot of space in your deck.
2) it needs a graveyard (i.e. you are totally dead post-board).
3) how do you get the pieces in your graveyard? Self-mill aka Dredge is not a satisfactory solution because a) you also need discard outlets to get Dredge guys into your graveyard from hand, and b) you want Return/Servitude in your hand, not the graveyard (Extended/Legacy Dredge is the opposite, it wants Dread Return in the graveyard so that it can be flashed back, so self-milling a DR is beneficial for them).

1. It's actually a 5-card combo. The reason to use self-mill is because Congregation at Dawn can get 3/5 combo pieces for you that way.
2. Yeah this combo's terrible.
3. The best way to do that would be Zombie Infestation. It gives you tokens to convoke with.
Goblin Rabblemaster "should" make some impact (not just in Goblin decks) as it provides an very cheap and fast clock if left unchecked. It is sort of Delver-esque in that regard. Get it to stick and protect it.

I dunno, it's a curve topper for Burn/RDW and I think most of the time they would rather have a Bolt or Lava Spike in their hand
Rabblemaster actually reminds me of Geist of Saint Traft if you're just playing him by himself, without lords...unfortunately, Geist has hexproof and you can ram him into ground blockers when your opponent is at 4 life.
And we don't even see Geist that often nowadays...

I miss Geist...he wrecks so quickly when he gets a turn or two, but everything just kills him now...
And Rabblemaster would just be deal with so quickly once it resolved. It just takes too long to rack up damage for the type of deck (RDW) that it is aimed at.
Yeah, I think the Rabblemaster suffers from the three-drop-without-ETB-value-that-just-can-be-bolted syndrome. He reminds me a bit of Prophetic Flamespeaker and Vampire Nighthawk, which also do not see that much play for that reason.
Oh man I love Vampire Nighthawk. Sometimes I forget about that card. So good for 3 mana.

If they wanted to push him enough for him to see play, he needed Haste. Bringing a Raging Goblin or two into play with him would also have worked.

And when they Bolt him before you enter combat so you don't get the token, that will be a very sad thing, now won't it?
Really, he either needed an ETB effect that produced a goblin or two, or he needed Haste. Haste would be less powerful than 2 Raging Goblin tokens, but easier to balance for in 2015 Limited.
Void Snare: Someone used this in Vintage, but no showings in Modern
Reclamation Sage: Showed up in Pod. (I myself am also using it in my Shamans, but with the current state of MTGO I won't be playing tournaments and thus placing no results with it)
It is still a bit early, but so far no clear Modern hits in M15.
The Council has more hits for Hushwing Gryff in sideboards (mainly Souls Junk--I'm surprised GW Hatebears isn't moving towards Bears With Activated Abilities Instead to accommodate the Gryff), and yeah, Ensoul Artifact (+ Galvanic Blast and not Thoughtcast) has been semi-tearing up Top 8s, especially in Japan.
And I've seen one Illusory Angel in an MTGO Daily in UR Delver!

Having that impact in an already tuned and winning archetype It's unusual...
