It's a good sign. This latest block was meant to be made with Modern in mind. Since it has not set the world on fire, it would only make sense that Wizards would then have a look at the changes they wish to see in the format and make the happen. Since printing changes is not working, they will have to take the path most true and trusted.

We've only had the first set of this block so far. A bit early to call it.
I am going to be very annoyed if them delaying the announcement for a week is just them discussing if a card can be unrestricted in Vintage.
lol I was thinking just that if it was just for a legacy\vintage card but what would be even funnier is if it ends up being "no changes" across the board. now that would be pretty frustrating for this delay. though I expect BB to continue to rise because people will use this announcement as a sign of something coming off the B&R list; for modern it seems BB is the speculatory target; as for Legacy and vintage I have no clue.
You know, all this talk about Theros being designed with Modern in mind is really annoying. Almost no cards from either set so far see/will see Modern play. It's almost like they're just going through and thinking "this card might be good in Modern, better nerf it in case we break the format again".
Master of Waves, Thassa, Stormbreath, and Ashiok are the only cards that see Modern play from the set. Master of Waves and Thassa see play in one deck that isn't that popular still. Stormbreath sees very fringe play, as does Ashiok. Look at sets before this:
Innistrad had Delver, Snapcaster, Geist, Liliana. Dark Ascension had Thalia, Lingering Souls, Thoughtscour, Faithless Looting, Aristocrat, Huntmaster, Cage. Avacyn had Restoration Angel, Griselbrand, Vexing Devil, Zealous Conscripts, Cavern of Souls, Desolate Lighthouse. Each of these sets had more impact on Modern without even trying.
The fact that they'd even claim they designed Theros with Modern in mind is quite laughable in my opinion. It almost feels like they're trying not to make cards that don't seem good in Standard but are good elsewhere. Like Faithless Looting doesn't seem that great in Standard (and it didn't do much) but was solid in Modern in decks like Storm and Loam.

The most likely cards to be unbanned in Legacy are definitely Mind Twist, Earthcraft, and/or Black Vise. No idea about Vintage.

You missed Nykthos, Anger of the Gods, Sylvan Caryatid, Swan Song, and Voyaging Satyr. Yes Innistrad had more of an impact, but Innistrad contributed a lot of high powered cards to a lot of formats. I mean what sees play from RTR block. Deathrite shaman and Goblin Electromancer?
An unbanning of BB and then printing a Fae event deck would be pretty popular I think. Not that I want BB unleashed back into the format, but I think it would be a pretty neat way to go about the event deck.

Uh, are you serious? Saying that makes me think you may not have actually played modern.
And I hear lands are a thing in Modern:
Hallowed Fountain
Sacred Foundry
Watery Grave
Overgrown Tomb
Stomping Ground
Steam Vents
Godless Shrine
Blood Crypt
Temple Garden
Breeding Pool
Not to mention Goblin Electromancer and Epic experiment making Storm good enough to get banned.

First, Voyaging Satyr soesn't see competitve play. Secondly, the Return to Ravnica block had far more playable cards than Theros.
I don't think the modern even deck would be fae since they aren't going to have a product tied to one card which they aren't 100% sure on how it will affect the format. Though it will probably be a timid opening, we can't know for certain. It would be the Stoneforge Mystic event deck all over again.

I think they are just starting to decide what changes need to be made, if any. You think they spend all of their time discussing this like we do?
because they're doing last minute testing with cards they may potentially take off the list..
