My meta is extremely aggro heavy, things like wall of omens, lightning helix, and ghostly prison keep me alive, but I wonder what else people would lean on here if they had to survive goblins.dec or burn.dec and they were using white.
Perhaps something like divine deflection to save myself some damage and ping one of their guys to death? Kitchen Finks is a given I could imagine but I want to avoid creature based answers to xtreem burn/aggro.
Leyline of Sanctity is a given if you're running against burn. Sun Droplet is a pretty cool underused card. Finally, if you're running up against a lot of red creatures maybe Kor Firewalker?
Timely Reinforcements is good. I know you said you wanted to avoid creatures, but Descendant of Kiyomaro also looks good, as well as Fiendslayer Paladin. Problem with those guys is if you're on the draw you might be dead before they can have much effect. All three are really narrow too. They're only good in the right deck and against the right deck, unlike finks, which are just amazing.
Kitchen Finks is the best answer. It gains you 4 life and 2 cards by trading with almost everything in aggro decks. Sun Droplet is also a good general purpose answer. You are able to use it on each upkeep so it's 2 life every turn cycle and it actually becomes hilarious in multiples.
Another vote for Wrath of God. Wall of Omens is also great: card advantage for the color with the least card advantage. If you playing mono white, Martyr of Sands can be huge, blocking a creature and then netting you 12 to 15 life on turn 2.

Things WotC cares about:
-making certain Standard cards can be played in Modern, therefore increasing their value and increasing WotC's profit margin
Things WotC does not care about:
-keeping the ban list as short as possible
-taking chances with an entire format for the benefit of a single card
-catering to play styles that newer players generally don't like and will lose them more players than it will gain
-keeping the meta balanced between archetypes/colors/whatever
-keeping cards on the secondary market cheap (available yes, but not cheap)
-keeping the meta diverse (as long as a single deck doesn't threaten the popularity of the format)

Wrath and Timely are no brainers... but yes also thank the Flying Spaghetti Monster someone else knows about Pulse of the Fields, the card is nuts in control vs aggro but can be counter productive with Ensnaring Bridge out (mentioned in this thread.)
Lightmine Field - depending on your win condition. Chalice of the Void - for 1 is a cheap shot to RDW and probably also a nut shot to a good portion of most goblin decks.
There any number of different evolutionary directions where Waste Not can go. Would it be O.K. if we take it out of the wrapper, and play with it for a little while? If and when it falls apart, we collectively promise that you can say, "I told you so".
Everyone else who suggested something other than timely reinforcements...or kitchen finks...gets -1.
That all depends on what he is playing. In some decks Timely will just be a small stopgap to get run over a couple turns later. Considering he is playing some of the other anti-aggro cards like Ghostly Prison, I get the feeling he needs something more permanent.

Thanks guys for the replies. Was hoping to get some of the slightly more obscure answers just because I like testing with other cards other than wrath/finks/prison/wall of omens. I had totally forgotten about kor firewalker and timely reinforcements for example.
Auriok Champion is pretty strong as an anti-aggro tool as well. Gains you life for every creature that enters play, blocks any red / black creature and lives, is difficult to remove, and also randomly hoses exarch/twin combo.

Everyone forgets it exists, but Porphery Nodes (check spelling, but a Planar Chaos rare) is devastating turn 1 on the draw against aggro, or turn 2 on the play.
It's particularly effective because it's one mana and does more than just neutralize one creature. Often it will cause your opponent to not cast a creature for a turn, then kill their first creature.
Lastly don't forget newcomer Chained to the Rocks. Any non-budget Modern white-based deck can support this via a fetchland/Sacred Foundary manabase without too much pain, and it is nasty against midrange as well as aggro.

Also, you mentioned Lightning Helix, so I'd mention Pyroclasm.

If all you want to do is stall for time then Wall of Omens, Lingering Souls.
Storm Crow is strictly worse than Seacoast Drake.

Finks is good even against burn decks because they play Goblin Guide.

Quotes:
If you are just dealing with straight up burn, Leyline of Sanctity hoses most of their deck.
Timely Reinforcments as mentioned many, many times is the bane of any aggro player's existence.

Because they really don't do much to stop the creatures from attacking. Unless if they had haste, all that you did was stop them from blocking.

Wrath of God is too slow on its own in Modern but can back up cheaper spells. Timely Reinforcements, Kitchen Finks and Oust also stop early bleeding.

Wall of Shards is quite good at holding the fort too.
