I agree. There are surprisingly few 1 mana creatures that are played in Modern now that Deathrite Shaman is banned.
Actually, I would love a couple extra Spell Pierces in my Twin variant, but that's beside the point.
There are decks that might want to do something like counter a dork out of Pod, or have a hard counter against decks like UR Delver in the late game. More importantly, however, it also counters dudes like Wild Nacatl, Delver, and Grim Lavamancer.

If you just want to protect your little guys, Faith's Shield has you covered. As a Norin player, though, you're better off just playing more 1 drop creatures, and flooding the board faster than they can be killed.

Faith's Shield is pretty terrible. Also, it's white. Blue needs something like Mental Misstep that isn't horribly broken like Mental Misstep. Maybe if it was CMC or less, it would be a little better?
Would anyone be able to come up with a fair white 2-3 cmc bounce creature? Like a mini resto? I'd love something to run with my restos and flickerwisps at 2 cmc haha. Apologies for not having my own suggestion, I'm terrible about balance.

I just want to be at to turn 3 tidehollow, vial that in for bounce shenanigans, and leave a mana up for path/dismember heck you could cut flash and I'd still play it but I never know what's a fair cost for flash?

Well, it's not quite the Resto clause. Resto says "target non-Angel creature you control, which I guess Wizards probably did because otherwise it could go infinite with stuff like Lazav, but it's always really annoying because you can't blink your Linvala, for example.
Losing flash would tone the card down too much. Maybe add a mana? Something like 2W 2/2 flash, flying, blink on ETB?

The OP wanted something to protect his creatures from path and bolt for 1 mana. Faith's Shield does that, with the advantage it also protects from other creatures, can make a creature unblockable for a turn, and can prolong the game a turn when you're down to 5 life or less. But if it has to be blue, Mizzium Skin fits the bill as well.

When Idearunner enters the battlefield, you may search your library for an instant or sorcery card and reveal that card. Shuffle your library, then put the card on top of it.

Put four -1/-1 counters on target permanent or remove up to four loyalty counters from target planeswalker.
I'm still not clear on what the advantage of this being able to target non-creature permanents with -1/-1 counters. Since it's an instant, you can wait until the manland become s creature - in fact, you're better off doing that so that your opponent wastes mana paying it's activation cost.
Aside from that, this is fine. I might even change it to: add 4 -1/-1 counters to target creature, or remove up to 4 -1/-1 counters from target permanent.

Storm Crow is strictly worse than Seacoast Drake.
There are decks that might want to do something like counter a dork out of Pod, or have a hard counter against decks like UR Delver in the late game. More importantly, however, it also counters dudes like Wild Nacatl, Delver, and Grim Lavamancer.
