This is my idea for hate against the non-basic land dominated format we have. Wasteland will never see reprint in Standard and it should not. Many of the non-basic lands are fair (e.g. shock lands and pain lands) so I believe we need to concentrate on finding a solution for what many currently consider to be unfair (e.g. Tron lands and Eldrazi lands).

Why put flash on Boots of Silver? It doesn't do anything that is involved with the opponents end step so it just seems like a hold up counter magic and if they don't have anything to counter flash it in, but that style of deck doesn't really want Swiftfoot boots.
Determined Squire seems like a pretty reasonable discard outlet. Not particularly good, but pretty reasonable.
The enchanter would be interesting in a Liquimetal Coating style of deck.
Determined Militia is pretty bonkers. A free fog and if you design your deck right a one sided one.

ktkenshin's original card idea for the unfair land hoser was, in fact, 1G, and I do hope it sees print in some form very similar to that. I thought up this as a way to allow the decks that would play it an option to both have it up early, as well as to be able to curve out normally through the first three turns to pressure a bit better. This would also be able to stuff a turn two Temple-Temple-TKS nuts hand with them on the play, unlike a similar version at 1G. But your point is good about the mana cost being reasonable to see play at two mana; that's a fair assessment.
Now the second one is where I disagree with you; as a matter of fact, I almost didn't edit it in because it's probably too good (at least as a Leyline). Killing cast and ETB triggers permanently hoses or breaks open the following, just off of the top of my head, above and beyond what Torpor Orb would do (already a large list):
-Cascade
-Storm
-Eldrazi cast triggers
-Prowess
-Bounce/Karoo lands
-Young Pyromancer
-Monastery Mentor
-Landfall
-Valakut
-Eidolon of the Great Revel
-Sanctum of Ugin
-Evoke
-Spreading Seas
-Chalice of the Void
All of this is just looking through the lens of Modern, and it's far from an exhaustive list. For the decks that could get away playing this without tripping over it, you would have an amazingly broad tool to slow or completely cripple (or break wide open, in the case of Evoke) most of the decks in the format.
My original idea for this was an artifact for 3 that also had "3,T, Sacrifice (cardname): Counter target triggered ability." This was to allow multiples to not be completely redundant, as well as to handle other triggers that dealt with attacking or dies/leaves the battlefield conditions...or to even cheat a single upkeep cost. This artifact version is probably balanced a little better; it at least gives some decks the chance to hit on their best draws before you can lock them out, it's less dead in multiples, and it's still able to be played in anything that wants the effect.
Maybe a better name for it would be Leyline of Fairness
