I would love to see undermine reprinted could be a nice addition and open up the forgotten archetype of counterburn. Here's hoping something breaks loose in the next few sets that gives tempo/control a boost to help get another few types of top decks rolling out.

If my interpretation is right, the targeted player would still draw their card (representing the "Clique" effect), then you would draw a card regardless. That seems powerful but not broken by any means. Maybe downgrade to Scry 1 instead of Draw 1 if it needed to be powered down?

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
now it's just green that needs a 1-mana effective instant interaction for modern (the other being Path to Exile, Vapor Snag, Lightning Bolt and Fatal Push to some extent). You could argue there is prey upon (lol) but it is not a standalone card.
What could that card be?

I wanted to brainstorm a premiere removal spell on par with the others, with a minor secondary effect that could be exploited. Since green is often creature-based, I thought that green would like to bring the fight with creatures, so I guessed that it was cool to give card advantage to the opponent only if they had creatures (it's pretty much the same philosophy of path to exile that "awards" you for playing basics).
Also, there is Beast Within at 3cmc that destroys everything, so I thought an idea could have been to downgrade it a bit and give a conditional advantage.
Green won't get unconditional removal. That's just not part of it's colour pie. Just like blue won't (besides Piracy Charm I can't think of a modern legal blue removal that trades 1 for 1. I'm pretty sure R&D has stated that Beast Within was a design mistake. Green is the only colour that can directly interact with every permanent besides creatures and I think that's fine.
I really like those revolt counterspells at 2 cmc Minos, Khaos, and rcrwaspy. I am honestly hoping revolt isn't quite evergreen but comes back frequently, better odds of a proper counterspell that way (not quite evergreen because I want to see Zen fetches reprinted in Standard someday)

Sure a Lightning Bolt that costs RR is pretty bad. A card that reads U/B/RR (so cmc 2) choose one: Lightning Bolt, Delver, Dispel, Serum Visions, Thought Scour, Spell Snare, Fatal Push on the other hand is pretty bonkers. The modes on Collective Brutality are also rather bad individually. Flexibility comes at a cost and this card is super flexible. Heck I could even see Infect splash for this thing. It's an additional 4x of threats while it's also a pump/protection spell and it' an answer for annoying stuff like Spellskite.
Lantern Control would like some more copies of Lantern of Insight too I guess (even more if it's also a Codex Shredder, Pithing Needle, Thoughtseize or Surgical Extraction. Not to mention all the SB bullets.)
