I thought Witness the End might've been too powerful.
Exploit Essence is a powerful card but I don't feel it is overpowered necessarily. You are right, though, it is a solid card in dredge. Is dredge currently plaguing Modern?
Pyromancer's Will at first glance does seem like a turbocharged Grape Shot but it can be countered pretty easily. Not having storm is a downside. I actually thought of it as a way to deal a killing blow to storm decks rather than a win condition for storm decks.

Gitaxian Probe (2), Suicidal Tendencies (6). Even that's nuts.
I think Suicidal Tendencies would be great as a Final Punishment variant, substituting damage for life loss, of course.
Being multicolored you can get away with instant speed or a cheaper casting cost.

Somehow I read "converted mana cost 1 or less and cast it without paying it's mana cost". It's still borderline broken as there are lot of key cards at CMC 1. In vintage it's an instant speed tutor for Ancestral Recall, which will be the most frequent target. In addition it can counter the most relevant spells by including Mental Misstep and Spell Snare in your deck, it kills allmost any creature with StP or Bolt, it gets your Voltaic Key for your Timevault, and it gets any card by playing Vampiric Tutor.
It's less powerful in Modern because of the smaller cardpool, but still it can do some powerful stuff. In modern its power is in its flexability; you can get cards cards with CMC 1 that it's relevant against any deck in the format.

I like these two, but it doesn't feel like a very UG effect, simic cares about small creatures and making them bigger, feels more like a UR ability, or a UB ability. Either way it also feels like it either needs a downside (loss of life, random discard, etc) or needs to cost more
