If I'm going to play Meddling Mage, I'll straight up play some UW control shell. You can probably fit it into the first iterations of UW that had Delver and Snap, along with Geist and some Swords. Maybe you cut Delver for it and go Snap, Geist, Clique, Meddling Mage. Something like that seems best.
Joking aside, I'd recommend targeted discard (disruption that gives you an extra peek at their hand so you know what to name with Meddling Mage), Vendilion Cliques (another way to look at their hand and disrupt them), cheap clone effects to target mages and scullers, and ways to protect your creatures (countermagic, Brave the Elements, Cloudshift, Kira, etc.). Aether Vial seems like it could work too (most of your cards will be two-drops).
This is not how bans/unbans work. Its always the enabler that gets the ban, not the card that is being abused. If you would have Yawgmoths will + whatever cards - it would be Yawgs that would be banned. If you would have Stoneforge and batterskull - it would be stone who would be banned and that is exactly how it works. Furthermore, banning a card in order to unban a different card is a thought process that was and wont be never applied in practical means.
The only reason I chose Bant over Esper was because of Pridemage. I did consider that Rhox War Monk and Noble Hierarch would be good inclusions into a Bant list, but it may well prove that an Esper list would be superior.
The hatebears deck has taught me that Ghost Quarter + Leonin Arbiter is evil. Just wait till they tap out or have less than two mana open and then turn your Ghost Quarters into strip mines.

Phantasmal Image or Phyrexian Metamorph copying Meddling Mage, Tidehollow Sculler (in general, discard pairs well with cards like Meddling Mage, so Thoughtseize and Inquisition of Kozilek would be good too), Kira, Great Glass-Spinner (to protect your mages etc. Just watch out for Abrupt Decay), Nevermore, Phyrexian Revoker, Cackling Counterpart (another clone effect, and at instant speed. I'd like this card more if you also run Snapcaster Mage), Council of the Absolute, Declaration of Naught (as long as you leave open U), Surgical Extraction, Extirpate, Memoricide, Runed Halo (one of my favorite sideboard cards currently), Silence + Isochron Scepter, Voidstone Gargoyle (not remotely playable, but if you really, really, really, need some extra redundancy...), Oriss, Samite Guardian (probably horrible, but maybe you can set up a loop somehow?), Evil Twin (slow, slow, slow. But maybe it could work somewhere for some reason), Followed Footsteps (A MEDDLING MAGE EVERY SINGLE GODDAMN TURN. LIVE THE DREAM!), Kiki-Jiki, Mirror Breaker/Splinter Twin to temporarily copy Meddling Mage so they can never cast non-instant-speed cards that you don't want them to (I never said any of this was going to be a good idea), Soul Foundry (Do you like submarines? Because we just went way deep).

I think the way I'd go is Bant. This would essentially be a hatebear deck. I mean, imagine playing against someone who maindecked:
That's a lot of creatures. It makes me wonder if something like [card]Sages of the Anima might be of some use in there.

The problem I see with this list is that the Metamorphs and the Images are null when you try to copy Thalia, Mindcensor or Clique.

Should be the core of the deck. Kira and some equipment/finishers can almost finish it.

I played a version of it back in the day. Hilarious when it works, horrible when it fails.
