Goblin Guide and Steppe Lynx are both great on turn 1, but not so much in the mid-late game plan. If someone can convince me otherwise, I will add them to the list as well.
Besides the already mentioned Goblin Guide, Grim Lavamancer, Steppe Lynx and Noble Hierarch I would say Expedition Map. Weird, I know. It's not "powerful" in a common sense, it's appears to not be a "game changer" but it single-handedly enables all Tron archetypes in the current metagame (it would be too slow otherwise). It's really overlooked.
Delver or Guide. Probably Guide since he fits into most aggro strategies, and Delver works only if you build-ish around it, though when that means "include the best blue spells available," it means an awful lot.
I thought the term implied a creature, but if not, Bolt wins. Bolt is what every card wants to be.

lucashungaro put a tentative vote on Expedition Map, so I ran with the idea. I normally assume X-drop means a creature, though, and I think everyone covered the good, versatile ones.
I like Noble Hierarch. I don't know about the best, but he's a great opener.

yeah i think one drop, the 'drop' means you actually 'drop' something on the table, so yeah creature artifact or enchatnment... but the best one im going to have to go for is viscera seer cause he is apart of the best combo. but it all depends on how you define best... Goblin guild would be nice, lava mancer, hrmmmm the rack... depends what you are playing

hmmm, I think Delver of Secrets is right now, but close behind is Student of Warfare. It is much easier to incrementally raise than Figure of Destiny is, and becomes genuinely significant after it's first iteration. When I run it I rarely need to get it past level 2, because a 3/3 first strike creature owns so much of the field. It might as well be unblockable much of the time. Student also can smooth tempo for bad draws (as it uses mana that might not be used). Figure is probably better in a R/W deck if your mana base is poor, Figure can get bigger (though it is very much win more at that point), and Figure can be "evolved" as an instant, but I will take Student any day of the week.
Thoughtseize. Nothing like being able to look at their hand (and seeing most times what their deck is doing) and take away whatever hoses you the most or what you can't get rid of by other means.
Considering that there's an entire archetype - blue-based tempo decks - built around it, I'd say that Delver of Secrets is the most powerful 1-drop creature.
However, I feel that Noble Hierarch is the most important 1-drop in the format, as it support and enable a ton of green-based aggro decks. Without Hierarch, many decks simply wouldn't be viable.
