At minimum you are looking at about +$55 if you are buying paper cards.
True, it will cost more in paper but it's better than suggesting a deck he has a very bad chance to win with.

RDW is always the most affordable option for Tier 1 play. Granted a good RDW is still gonna cost a few bucks, it's still nowhere near a lot of the other builds.
Another viable option is Elves. Although it's not Tier 1, it's a really fun Tier 2 that's not too expensive and is capable of dropping wins that just can't be efficiently stopped in the format.

I didn't see anyone say Eggs yet, so Eggs. You may also see it referred to as Sunrise Combo. Whatever you call it, the idea is to win by recurring artifacts primarily using Second Sunrise and Open the Vaults along with Noxious Revival to "go off" and create a bunch of mana you can use to Banefire someone or something.
If you start with a Lotus Bloom or Reshape in your opening hand, or you are able to land an early KCI, then you are usually looking at a Turn 4 win (sans disruption, of course). The deck is amazingly consistent, but it is very difficult to pilot correctly. Even once you hit the combo, you can accidentally screw it up pretty easily; one of the ways you can do that is by accidentally milling yourself, and it's very hard to get out of difficult situations if you make a mistake. If you're up for the challenge, though, it's a fun deck to play as long as you don't mind that you don't interact with your opponent trying to kill you, like, at all...

The one Fetchland helps with consistency, but if you don't mind losing it too much, that's easily another $8 or so off the cost of the deck. If it sounds interesting, and you are really looking for that really cheap deck that doesn't happen to be RDW, then you should proxy up a list from the thread I linked and see if it's the type of deck for you. As long as it's right up your alley, you won't be disappointed with the performance you get for the cost.
My RDW is very cheap and has gone to top 8 twice (out of 2 tries) in 30+ man FNM level events. It is a tier 1 deck. I have all the fetches and grim lavamancers and I don't run them because I don't think lavamancer is good in modern and I don't want to give self damage because as is I beat Jund, Zoo and Affinity in a race. Then structure your sideboard to beat storm, twin and melira and you're good.
Eggs with a perfect pilot might have a chance of being on par with RDW. To be honest, there's just too much room for error in sunrise lists. RDW is competitive, it's cheap, and it's simple to pilot.

Yea, a turn 4 win where in the last turn takes 15 minutes and is about as close to goldfishing as you can get. [sarcasm]Gee, I LOVE that deck!!!!![/sarcasm]
I kinda doubt that is what the OP would define as cheap.
Add in 4 Blood Moon as well, they're not cheap either now.
Plus, the deck doesn't really break apart to become something else...whereas playing something like Faeries for example you could easily pick up the pieces to switch to Caw-Blade or vice versa.
there's not really any insanely cheap option so the best bet is to find a deck you like or one which seems like a worthwhile investment.

I have put together decks for a grand or more and still have to fight tooth and nail for a win.
What chance do you really expect to have with a $20 deck?
People need to stop sugar coating things and tell it like it is when people have unrealistic expectations.
If you want competitive you are looking at spending a minimum of $100 to $200 and that will barely get you something with a snow ball's chance.
Anything under that and you're going to be in for a HUGE disappointment.
As long as you understand that going in, then I suggest you put together a burn deck or some cheap version of RDW. With a nut draw and your opponent mana screwed or just getting a bad draw, you have a shot.

Jesus. The cheapest teir 1 deck right now is storm, but even thats expensive. Its only cheap in the sense that its not expensive in comparison to other tier 1 decks.

And for god's sake could people please stop saying "eggs". That deck it terrible. I say that and I play Martyr-Proc (another terrible deck)! There is a good reason it hasn't gotten top8 at a PTQ, and its got nothing to do with how difficult it is to pilot. It can barely even go 3-1 in Daily Events.

I agree that Burn is the only possible < $100 deck out there, but what needs to happen is people need to define what they mean by "viable" and "competitive". Burn will allow you to play in a FNM type8 game and give you a decent chance of winning some matches, and even making type 8 if you are lucky. It will allow you to attend a PTQ and not be a total push-over, but will probably not get you all that great results.
Ok that being the case what would be the three cheapest "competitive" decks? And how much do they cost?
There is a sticky thread at the top of the Modern forum. Also, if you go to BlackBorderdotcom there is a deck search option where you can just copy and paste a deck from a PTQ list or a thread in to it and it will give you an approximate price. This way you are actually pricing a deck that has done well, rather than having all of us recommend decks that you have no way of knowing the quality. As an example I pasted the text from TRAMD's Sligh deck in his signature and it gave me a price of $105, so it will get you in the ballpark, but will also vary.
It's modern, so the format never rotates, and the decks that are good are going to generally stay good barring cards printed that hose them, or a card in it being banned. So why not invest a little in the format, and then you can have a deck every PTQ season?

I think I mentioned it earlier but I have entered two 30+ man tournaments and went top 8 and top 4 in them. Cawblade, or more exactly, Sword of War and Peace beat me both times. I beat that deck easily unless they get that sword going. I haven't played Soul Sisters but I would guess that is a tough match-up. It has an ok match-up vs storm and twin because you can often race and post-side is favorable. The deck dominates Jund, Affinity and Zoo.
Throw in some Path or KotR if you have them, otherwise just Oblivion Ring and Loam Lion is probably your best bet. Maybe Mana Tithe, Silence, or some other silly tech to round it out. Shield of the Oversoul, or Glittering Wish could potentially pull some weight.
I'm not saying it's the bee's knees, but if you're looking to spend under $30, it can pull some nutty draws, and there are basically infinite different cheap allied duals you can use.
