I usually prefer to build around a certain card or combo compared to something like elves tribal or vampires. Ya know. Unless it is something unique like Snakes or Saprolings. I also like to play budget versions of popular decks like zoo.
So if you guys could throw out some ideas or give me links to some cool decks, that'd be great! I like to build decks for my friends so that they will stop buying the terrible Intro Packs buyI haven't been playing for more than 6 months so I am not familiar with a lot of the older cards.

Just what I came up with on the top of my head.
feel free to juice with stuff like Greater Auramancy,Idyllic Tutor cards over 1$ are marked as such in the list (prices are mid). GL with whatever you end up building and welcome to MTGsalv!
If your group has any red mages goblins can be built for about $30.They may be too strong for other budget decks in that kind of range because they are very fast. I know when my locals was just picking up modern I built them and made more back in tournament winnings than I spent on the deck. Anyways, here is a list.
I had the pricy fetchlands in mine to help out with searing blaze landfalls, another option would be to replace it with ember hauler. And instead of wardriver I ran Warren Instigator, I felt it was stronger, but I think it's debatable which is better, 4 instigators will cost about $12.

It uses an infinite mana combo to generally be a jerk. Please, customize as you will! I'd love to see it take off.
It's competitive at in my meta, but I don't know how great it is anywhere else...
I haven't gotten the sideboard figured out, but that's the decklist I have for now...
EDIT: If you're feeling slightly rich, change the Dissipates out of Remands.
Also, I think that new sideboard is healthier. Again, Telling Time for Remand in SB.

Thanks for the ideas guys. I am going to compile all of these ideas and make a sort of "catalog" for my friends to check out so I can put together some of these decks for them. They are either too lazy to look for themselves or they don't have access to the internet. (Which is about half of them )

I may be wrong, of course, but I think that if you activate its ability right after the Hunted creatures or Eater of Days enters the battlefield, while the triggered abilities are still on the stack, you avoid the drawbacks as you would with Torpor Orb or Trickbind.
So i built a Hunted Orb right before leaving for work and its amazing. I chose G/R so i could run Hunted Dragon, Wumpus, and Troll, as well as that colorless Eater of Worlds or whatever. I put in a playset of Birds and Boggart Ram-Gang, some cheap burn and ramp. I ended up with 4 torpor orbs (which LOL'd at the Squad Hawks my opponent played) and 2 Sundial's. I put 2 Flings in too just to speed u the clock with the fatties we run. It seemed like an insanely fun deck. I won on the back ofboggart's and a hunted dragon, all hasted. Good times.

It is important to keep in mind that I made this deck online, so I just used the best cards I happened to own. This deck does not need Shocklands, though if you replace them I would think Pain Lands would be a cheap alternative, or even basics. I would not replace them with CITPT lands, though, as it gives more time to disrupt combo pieces. You also may not be playing using sideboards- if so just ignore it.
Muddle is especially nice as it grabs any one of seventeen cards, thirteen of which are combo pieces.
I tried a legacy version of this back when torpor orb first hit; it didn't do too well. Maybe modern format will be different? In any case, I ended up running dispel...seems like the best counter to protect your combo as the worst thing for me was torpor orb getting removed in response to casting an Eater of Days or anything else you don't want the drawback to Dispel is also a lot cheaper than spell snare.

Goblins are typically cheap, and can be pretty competitive.
You can put a turn 3 mono green stompy deck together for like 3.50
Black white tokens
Golgari is really fun
Jecksai noncreature spells is pretty powerful as well.
Werewolves. $20. That's all im going to say.
