What do you think it would take to get paper pauper a sanctioned format? I think its a fine format and I like the fact cards like sinkhole and hymn to tourach are pauper in paper.
Considering the MTGO Pauper banlist, I think there's a good possibility those cards would be banned if paper Pauper became a sanctioned format. That said, I'm not sure what it would take for such a thing to happen. I imagine it being more popular would help. There's also the issue of early 'commons', and whether they'd be legal or not. Gatherer isn't entirely consistent there.
Promoting a format made up solely of commons does not move booster packs. It's not that they're trying to suppress Pauper, it's that they don't have much incentive to invest in it it.
Existing formats move booster packs by default because of the whole all-good-dual-lands-are-rares thing, plus occasionally there's a huge important bomb at Mythic. It's hard for them to make a new common that really impacts the format (though it does happen - Nylea's Presence, Ethereal Armor) and when they do there's quickly so many of them floating around that there's no incentive for the players to tear mylar looking for more.

Well supporting pauper isn't going to make the other formats not exist. There will be still people buying packs if pauper were supported. I have always kinda liked pauper because its competitive without a massive price tag.
I absolutely love Pauper, but sanctioning paper Pauper is a nonzero cost. Notice how they immediately desanctioned Extended once Modern took root? Don't hold your breath, is all I'm saying.

One of the main arguments used in the Paper Pauper forums was that Pauper is a stepping-stone (or a gateway drug, if you will) to normal magic, because of how affordable it is. The more you play, the more you want to play. It also allows secondary markets to pass stock on cards that wouldn't typically be playable in any other existing format. Prices would go up on chase-commons and a whole new market opens up.
They rarely print impactful commons for Pauper because they don't design cards for Pauper. That cards come out being useful here is mere coincidence.
I agree with the use of the Ban list even in paper. However, a few cards change, depending on their rarity in actual paper form. To me, a paper copy of Death Spark is exclusively uncommon.
But yeah, if the reward for placing well is Boosters, Wizards gains something from people playing Pauper.
I doubt wizards has any interest promoting a format that doesn't sell cards. In fact, I believe the New World Order is completely against making a competitive format out of only commons.
There are definitely some very pushed commons in recent sets. What's really cut off in NWO, as far as power level, is creature removal, which is driven by a need to have draft decisions be more complex.
