I was looking at the decks of the week today, and it seemed that almost all of the decks were Mono-Blue Control. Is that the current best deck? I want to get into pauper, but what it the meta like right now, and what are the best decks? Is the list on the first page still accurate?

I love playing Pauper. I've got a mono-G treefolk aggro pauper that abuses Battlewand Oak, and a WG aggro with a lot of powerful 2 drops that tries to stick a Shield of the Oversoul when you can't respond >_>. They're both cool and pack a punch, but I don't ever see anyone playing either archetype. I haven't played in a little while, but that's just because I'm rarely on MODO nowadays.
I should enter one of these Pauper events, but I just don't know when/what time they run them.

mono blue is certainly a viable deck, but it's not really tier one. the tier one decks are mono red Goblins, Storm combo, various flavors of Mystical Teachings decks and probably White Weenie. Momentary Blink decks are also rather popular, although i'm not sure i'd say they're tier one. white has access to some great sideboard cards against Storm and Goblins (Holy Light, Prismatic Strands and Benevolent Unicorn, among others), so, in my opinion at least, white decks would be a great way to get into the format.

GW aggro decks using Armadillo Cloak with "untouchable" creatures like Guardian of the Guildpact and Silhana Ledgewalker were popular a while ago, but have fallen from favor due to their inability to compete with the current tier one decks.

I would agree with this, even down to the "probably" for WW. WW can win, but I don't know if it does it as much as UBcontrol/teachings, storm, or goblins.

IMO, the difference between Dimir Control and Teachings is whether you run 3 or 4 copies of mystical teachings. I've seen lists without teachings, but meh.

4 Counterspell, 4 Brainstorm and 3/4 Teachings seems correct across both decks, but in Dimir Control I've seen 4 Agony Warp, but only 1 or 2 in full on teachings, and I havn't seen any Chittering Rats in full teachings.

Chittering Rats is an auto include in teachings. You're going to be attacking with it, so you want the 2/2 body over something like ravenous rats.
# of agony warps is up to you. Two is probably fine.

Yeah usually 4. Maybe less if you have a white splash. I honestly know nothing about the lists that run white, but riftwatcher is pretty good at attacking.
One card I'm considering for teachings (but haven't tested, fair warning) is calcite snapper. It's a nice wall against goblins, has shroud to save it from sparksmith and various burn, and if you're clearing the board, it can get in for 4.

I was watching some games on youtube today with a player playing Teachings, and he played some Calcite Snappers. If I play them, Riftwatchers, Guardians, Mulldrifters, and some Rats, I should be fine for win-cons.

I am interested in the Pauper format on Modo, but I have one question. The Naya Landfall list in the OP looks like something right up my alley. Is that sort of a strategy powerful enough to at least have some fun with? Or am I going to spend all of my games getting obliterated by more powerful strategies?

You'll probably get destroyed, but the fun thing about pauper is, you can always rebuild and try again.
I've played a little with plated geopede in pauper, and the card isn't quite fast enough or powerful enough.
If the naya landfall deck is up your alley, I recommend taking a look at some of the GW aggro lists out there. They play similarly, but have better mana and more powerful creatures.

I knew pauper would be cheaper, but not this cheap. I managed to get all the cards for a fairly decent Spore Cry deck, and a sup-par Sliver deck from nothing but free bots.

I've only recently gotten into Pauper, but I enjoy it far more than Standard because there is so much more variation. And I like that I can finally afford foils!

Out of the blackness and stench of the engulfing swamp emerged a shimmering figure. Only the splattered armor and ichor-stained sword hinted at the unfathomable evil the knight had just laid waste.
Gatherer does the job, but here's a quick reference for some decent offline commons that are illegal online: Sinkhole (not available), Hymn to Tourach (uncommon), Atatog (uncommon), Kird Ape (common only as a promotional card, which makes it illegal), and High Tide (uncommon). You can also use the MtGO client to view every single common card at your leisure. In your collection simply filter by common and change ">" to "=" in the little drop box to see all cards you don't own (I can't remember what that drop box is called; I'd check but MtGO is offline for maintenance now).
I'm playing a Dimir List similar to the one in the OP, and I can't reliably beat affinity. Is there any tech that pauper veterans (I started a week ago) know of in blue or black to deal with them? Their biggest problems are Rush of Knowledge which is handled easily by Duress and Counterspell, and the big guys like Myr Enforcer and Quicksilver Behemoth. I'm thinking of adding another Doom Blade or 2 to the board (currently I run 1/1), but is there something better?

If you want to remove spells from an opponent's hand you could use Distress, Mire's Toll, or Ostracize. There's also a black counterspell, which I hardly ever see used, called Dash Hopes.

Dimir control and UB teachings have a ton of slots dedicated to the current meta. Most of the teachings toolbox is set up against whatever is winning - usually storm, and then goblins, aggro, etc.
This makes any Dimir "list" from even a month or two ago a lot less relevant than a deck list of another type. You just have to play for a while and adjust the deck based on what you think you'll face.

This list is fine if you are unsure between full teachings and UB teachings. The main decision is whether or not to splash white for Aven Riftwatcher, momentary blink, prismatic strands, etc.
Basically, white makes your life easier vs goblins and storm. UB makes your draws more consistent.

Today I played against a killer Goblin Storm deck that could go off on turn 3 using cards like Rite of Flame, Pyretic Ritual, and Brightstone Ritual for mana while using blue cards to search for Empty the Warrens and Goblin War Strike. It's ridiculous to see over 100 red mana pile up in one turn.
