I went with a RW base since the creatures seemed deeper than either UW or UR. I splashed blue for Jeskai Charm, because all three modes are excellent in this deck.
Until we know what decks are in the format, Ride Down and Act of treason have to stay in the sideboard. They seem stellar against random midrange decks. I have no idea how to evaluate Jeskai Ascendancy for this kind of deck, but I'm inclined to think that it's not the best fit.
Another way to go with the creatures is to play Horde Ambusher and more Jeering Instigator. Morphing both of these guys at the same time removes two blockers, potentially winning the game.
A slightly slower version might be better, depending on how fast the original deck is. In block it's hard for me to skip out on a planeswalker when I'm in it's colors.

Wingmate Roc - I'm thinking we want to curve lower than this, but if the mana isn't consistent this could be a 2 of.

Deflecting Palm - You can keep your ride down's in the board or bring them in and board them out for this. I can't tell you how many close ones i've lost when I'm coming in with Sarkhan for the win and he gets facepalmed.

Not sure what happened to your deck tags. I'm guessing this is a curse bug since the OP looks that way too.
I'm on my second iteration. I originally tried a UWr list (without Sarkhan) but the mana base was pretty bad. You want to be fetching away from your main color. (In your case playing RW fetching blue most of the time or white if you have it). So I rebuilt as URw fooling around with Jeskai Elder and Jeskai Windscout. Seeker of the Way seems too good to give up and main deck suspension field is really good against midrange but not that hot against aggro. Of course you could sub in Students or just save it as answer to butcher if they are playing that.
I haven't really tried Monastery Swiftspear. I think in many cases people will let a point or two through, but it's not must answer like elder is. it could be valuable late game as another hasty body where elder is not, but I think it certainly has a better shot in Ben's deck since his mountain count is that much higher.

What do you think of Singing bell strike? It might be the single best removal spell for a tempo deck.

It was something like that. Quite effective, basically turbo-boosted draft deck. ride down and crippling chill are obviously very effective if you're on the attack. It goes under Abzan quite well and deals with their big blockers too, constantly messing with them makes Sorin lifegain and wingmate roc triggers difficult.

Singing Bell Strike is certainly a possibility. I think Suspension field is probably better in a vacuum, but if you aren't wanting to be that deep in white Singing bell could certainly work. Tap a rhino, tap a roc. bouncing a 4th turn Rhino is really bad.
I get too locked into Delver mode and only get interested in instants and sorceries. I played against a deck tonight with Quiet Contemplation. It looks bad, but it's another card that can push past those late game stalls. The ability to pin down a creature with a spell every other turn is pretty decent. (I was up on board position and he cast a spell every turn to keep 2 of my guys tapped).

I've been experimenting with Jeskai as well, but I haven't gotten to play with Quiet Contemplation yet. I think that card might be a centerpiece to a Jeskai or UWrb control deck in this format.
Anyway, I can confirm that going smaller makes the deck a lot better. You can't overload on Ride down, but you definitely want all the cantrips, including tormenting voice. Leaning on burn spells is very bad in a format where almost every deck has a way to gain life. Besides all the lands (that can gain 2-5 life a game!), Siege Rhino, Sorin, Wingmate Roc, Butcher of the Horde, and Seeker of the Way will put you off the burn plan pretty quickly.

The sideboard could be transformational. Take out Defiant strike, Monastary Swiftspear, Master of Pearls, Jeering Instigator, and Jeskai Student and bring in Mantis Rider, End Hostilities Sarkhan, Suspension Field and a few lands. The control version of Jeskai shares most of the non-creature spells.
