I'd like to jump into Standard, Modern, and Legacy on Modo. Problem is I have no clue what decks are considered budget. I've noticed for standard lands are cheap while creatures and such aren't. I wanted to build junk, but want to get into some online play asap.

For standard your best bet is some kind of red aggro. For modern blue tron is decent I've heard. Check out mtggoldfish for some winning decks and their costs

RDW is pretty cheap to build. Both the burn and creature versions.
Having fetches will make your modern deck better, and you will need them in many decks, but they are costly.
Soul Sisters/Martyr Proc are both pretty cheap decks that have actually seen plenty of success.
Mono-Blue Tron is also quite good, requires a lot of knowledge to get good with, however. It's more of a control deck that has big mana finishers.
Mono-Black Infect is also a decent deck that gets a lot of free wins from people not being able to deal with the threats. It's not great at grinding out games, but can destroy somebody's hand while you beat with hard-to-remove creatures.
You should think about what decks you want to play in the future, so you can buy the right fetchlands that will work for your first deck as well.
Mono red in standard doesn't run Hellkites at least no list that I've seen. You're better off running Zealous Conscripts to take out a blocker or more hilariously a PW.
If you want to get into Modern, I believe now is the time. Prices of modern staples are dropping (I believe it has something to do with Modern Season being over, but I don't know too much about that). Tarmogoyf, which used to be $100 a month ago, is now $60. While this may be beyond what you want to spend, keep in mind that for what you are willing to spend, you may be able to get significantly better cards because Modern is not in season. To see what decks are currently top, go here and click on the Modern dailies to get an idea..
Also, if you want to use Shocklands and Fetchlands, I think now is your time to buy. Shocklands are super cheap because they are being opened left and right in drafts, and people want to dump them to get tickets to continue drafting. Fetchlands are each about $5 - $10 cheaper, just because Modern Season is over.
Again, I don't know what budget means to you, but now is time to buy a significantly better Modern deck than one that the same amount of money would have purchased a month and a half ago.
Other lands, like the M10 duals and the Scars duals, are also dirt cheap. I bought a playset of every Scars dual for $15 and a playset of every M10 dual for $20. I think you can get them for even less now due to what I have previously mentioned.
