Sure it can, there are plenty of bargain cards that are very playable. For example, my Savra deck only cost me about 6 tix to make. Though I do have a semi large library of cards, nothing in the deck is expensive really. Just take a look at the EDH section of the site in the variant formats area and see if any of those commanders they have listed suit your style and go from there. This may be a question for the guys there, just ask for budget card suggestions. As far as I know, it is definitely possible to build for $30.
Thanks, I'll take a look and possibly ask in the EDH section what might be a good way to go. I have a few decent mp decks but its what I love about bargain cards they always seem to resell for exactly what you buy them for haha
Hi, I'm new to this commander/EDH format but I've been having a lot of fun with a Vorosh The Hunted B/U/G deck that I put together very cheaply. I've been wanting to invest some more in the deck with cards that I've been noticing that seem like "staples" in this format. For example; Umazawa's Jitte, Sensei's Divining Top, cards with lots of versatility and relatively low price...of course Sol Ring would be nice but that's a little more than I'm looking to spend on a single card. Since I've only been playing for the last two years I really have very little knowledge of older cards and generally have a very weak meta-game. Any tips or card ideas would be appreciated, thanks in advance-
And figure out which ones are in your price range. A bunch of them aren't all that expensive, and they are all useful. That should give you a good basis to start with.

So long as you don't mind playing Monocolor, you can drag down the cost of a fraction of what other deck builds would cost, as well as maximizing the value of cards like Gauntlet of Might, Gauntlet of Power and the like.
This would get able to be started and playing in the format for no more than 10 tix, and that's while you pick up staples that can be shifted into other decks as you develop your card pool from all of the other playing that you'd do.
This is a pretty decent article talking about all of the budget mana-fixing you can do (dealing primarily with lands), even showing at the end of his article a five-color manabase for his Slivers deck that show can be purchased from MTGOtraders for 7 tix.
Also linked in it is the a great resource to another article that was done, but talks about the far, far pricier options... the fully loaded with duals, fetchlands, ravnica duals, etc.
