This is the stuff I think you should be looking at when deciding how to build your deck. Red is by far your best color, but it pushes you more towards a controlling kind of deck, with win conditions like Gremlin Infestation, since the creature base isn't strong. I think white seems like a weak pairing.
I'd think about going B/R and seeing how that pans out. If the deck has some room to go reasonably big, maybe try looking at a blue splash for Dark Intimations because that card is sweet. On the other hand, going U/R gives you access to double Skyship Plunderer, which seems unreal good to me in a tempo strategy, if you can make use of the trigger. You get a lot of bounce and removal that way, and a reasonable, if creature-light, mana curve.
Consulate + Siege is a Trap and is not worth going for. Analyzing your pool reveals blue to be the most solid color due to the plethora of high-quality creatures, including double Skyship Plunderer. Red gives you plenty or removal, so U/R is easily the best choice for you.
