How fast or slow do you think M13 is? Obviously its slower then M12 but disregarding matchups. Do you feel if you have a very good pool and are the better player is it correct to take the card rather then play?
I always go on the draw with core sets. No scientific proof whatsoever just on principle. I just feel core sets are more bomb reliant than other sets.
That may be true in general, but I feel that M13 is remarkably bomb-light, not only for a core set but for a set in general. There's some, to be sure, but the bang is pretty evenly distributed, and there's relatively few cards that are complete "aw, goldangit" cards.
I've been choosing to play for match 1 / game 1 and haven't regretted it yet. Draw-based matches are possible, though, so I do sometimes switch strategy.

In general I will draw (smoothes the mana, more gas, easier mulligan decisions), but if my opponent has an aggressive deck I will choose to play first to try and regain tempo.
I pretty much always play first in this format. Facing down an exalted deck or a mogg flunkies deck is much, much better when you're on the play, especially if you have slow and/or sorcery speed answers.
Whenever I lose a game in this format and I've hit all my land drops, way more than half the time I'm dying with business in hand. That's a sure sign of a play-first format. More specifically, there are several archetypes (Rancor/Flunkies/Exalted) that want to be on the play more than any other deck wants to draw, so if you feel this represents a significant chunk of the decks that you might face, then playing first in the dark has to be correct.
Obviously if you know what your opponent is playing then everything changes. This should really go without saying. I've even drawn first in ZZZ draft before when the games call for it (sometimes drafts go wrong for everybody...).
