This is slightly better than Divination in a very aggressive deck (mostly CMC 1 and 2), but I don't think you should be picking it high in Limited. This is more for a Red Deck Wins deck or Boros Aggro.
It's important to remember that red's card advantage is almost always either in the form of properly timed removal or... well, that's it. Other forms of red card "draw" are basically looters. I like the idea of playing this before playing a land and getting the land drop and the low-drops red is famous for... or dumping three lands/cards above your curve and getting on with your life. Obviously best played as a six+drop, I think this is a great curve-topper for aggro. Actually, I think I quite like it, though as Psyjedi says/implies, you shouldn't pick it over the sweet early drops your deck would want.

I think that the existence of Generator Servant at common also does a lot for the playability of this card, letting your spare Goblin Pikers sitting around in the late game turn into Dark Rituals to get more value out of this.

offtopic, but i haven't been keeping up with M15 spoilers [not from the official website, because using it on my netbook makes me frusterated, and not much even with the spoilers here, because the "large card" format a little is inconvenient to read on my netbook, too]. so i didn't even know about Generator Servant. it feels a little complicated for a common, but wow, it's cool that they're widening Red mechancially a little bit! i've always felt that red was wa~~~y too shallow mechanically.
honestly, i'm really loving what i've been seeing in m15. lots of favourite, flavourfully resonant cards are coming back. that's one of the big reasons i love coresets!!

Not much of a limited card unless the format somehow allows for an almost-standard quality, low curve aggro deck with tons of burn (which isn't going to be the case). It'll basically never draw you 3, unless it's late game and your top 3 are a combination of a land and two cheap, probably now ineffective spells. It's far more likely to be a very weak Telling Time than it is to be a Divination unless you're on like 7-8+ lands.
This card has REALLY good synergy with Lion's Eye Diamond in red-based storm, though it remains to be seen whether a 3-mana draw 3 is good enough for Legacy storm.
This is limited discussion, not constructed. LED is not in M15. If you want to discuss Act on Impulse in a constructed format, I suggest you post there. Thank you for cooperation.
I doubt this card is playable. The reason reminds me of the Aggressive Mining debate from last week or so -- it's only really good when you're mana flooded. The Generator Servant combo is cute, but realistically how often can you pull that off? That's asking for the stars to align.
Outside of that specific combo, you need at least 6 mana just to get value out of it. You're spending 1 card and 3 mana, and getting nothing unless you can play one of the cards off the top. If it's a 2 drop -- congrats, you paid 5 mana for your 2 drop and maybe put a land into play. If you top a bunch of expensive stuff, you've just thrown a card away.
Actually 6 mana might not even be enough. It's not exactly good to pay 6 mana for your 3 drop either. The more I think about it, the less I can even conceive of a reasonable situation where this card is playable.
I'm with Phyrre. Situational card draw is not what you want for your curve-topper, especially when essentially can't hit your actual good cards with it (powerful 4-5 mana cards, etc). Plus, having to play them immediately make the cards weaker. What if you hit a combat trick or removal spell that you don't want to play right now? Using them on an inopportune time doesn't usually make them horrendous, of course, but it does weaken them.
The card does not seem like a good card in limited unless you have a very long game. It is not bad, just not that good. IT could see play in a low curve deck when flooded, but that is stretching it.
I would put this dead last on Red's pick order in draft currently. Completely unplayable -- costs 3 and if you don't have mana to cast what you flipped, you just (kind of) Mind Sculpted yourself. One of Red's few duds in this set
