I think this is a pretty easy Fearsome Temper. I've found it's been quite good for me. The +2 it gives on defense is surprisingly relevant. Cyclops is fine. Lightning Volley seems pretty sketchy.
I'm a big fan of Lightning Volley, but not in UR; the pick here has to be the Cyclops. Number 1 priority in UR is creatures, if you aren't careful and take marginal spells then you end up with a deck with 5 creatures and 18 spells.
Fall of the Hammer can be weak in blue, as there aren't as many high-power creatures. Cyclops helps nicely (and wears Nimbus Naiad like a god.)

Is cyclops even playable? It's a 4 drop that trades with basically every 2 drop there is. Fearsome Temper has been pretty solid for me so far; the reach it's activated ability provides should not be overlooked.
I think it is playable, and I think the previous arguments that it it probably just about at its best in this deck (with Sudden Storm, Hammer, to say nothing of potential Aqueous Form and Nimbus Naiad).
All that said, I'd stick with Fearsome Temper. I don't recall whether we have some potential late Cyclops's coming, but red seems pretty open and they are rarely high picks, so we may wheel another one. In any case, we have 2 packs to pick up Borderland Minotaurs, 2-headed Cerebi, Ill-Tempered Cyclopes, et al, and Fearsome Temper is quite good with all of those.
