The problem is that dredge I dont think wants to play more than 12 lands. This card is almost a strict upgrade over City of Brass however.
They won't substitute City of Brass, they will substitute Gemstone Mine or Tarnished Citadel.
For instance, a 12 land list will play City of Brass, Colosseum, and this new land. A list that plays say 14 lands will play City of Brass, Colosseum, the new land, and two Gemstone Mine.
Tarnished Citadel will basically not be played at all because it costs far too much life, and Gemstone Mine isn't ideal because many hands demand you use more than three mana.
I think Mana Confluence will replace City of Brass and City of Brass will replace Tarnished Citadel in Mana Dredge, as Dredge rarely needs 4 mana out of a land (from my experience with it on Cockatrice), so Gemstone Mine has practically no drawbacks in it.

Only deck I can think of where he would connect would be Werewolf/Human Stompy, but if you're at the point where you're playing creatures you probably locked the opponent out of the game already so card draw isn't as important as big beaters. Just not seeing a deck you can put him in even though he's really interesting.

If you're choosing between this card and Pyromaster, I think this is better. Not just because of the Cavern of Souls aspect, but it costs less and it can both do damage and "draw" cards on the same turn (not to mention it will often draw more cards and do more damage).
In legacy 7 devotion is too much to turn it on without overextending hard. It's ability doesn't fit in with any current deck.

Well the thing is that Eidolon will come into play on your third turn if you hard-cast it or on the fourth if you vial it in. It really seems too late for me. Another thing is that most combo decks now tend to have more Abrupt Decays on their sideboard and less or no Massacre so...

We have gotten to a point in our society that every single picture of a women must be objectifying a women in some negative way......blah blah blah.. That is not the case. You have a picture of an attractive strong power women who girls dress up as for anime conventions. What more do you want? The picture is fine, happy to see a reprint. Sick of of seeing people claim that everything in existence must be putting women down. Then all I have to do is replace the word "women" with anything else to get the same mentality; fish, cats, arabs, blacks, jews, men, environment, whites, chinese, old people, etc. It doesn't matter what word I put in. Stop sucking life out of everything man. That artwork of her is awesome. Stop putting stuff down man. Just stop. If the picture was really as negative as you claim she would totally nude, in a kitchen, making sandwiches and giving blow jobs. I'm just spitballing here because Worldspine Wurm is a legit anti-Sneak Show critter in Elves and I've seen Monkey Cage in Forgemaster sideboards, and as far as I can tell, the Apes it makes can only outrace Emrakul and not Griselbrand.

Speaking of storm answers... Aegis of the Gods seems like a perfect fit for Maverick/DnT.
True Believer does see a bit of D&T sideboard play, but Aegis of the Gods dying to Dread of Night (which I've seen in ANT sideboards) is a huge blow against the Aegis.

It's similar to an indestructible flipped Garruk Relentless that costs less mana and hates on the grave a tiny bit. While that's not exceedingly impressive; it's an impossible to remove win condition that holds Goyfs and Batterskulls at bay while you pull dead draws.

Outside of that, it doesn't do anything else. Garruk Relentless and Garruk, the Veil-Cursed are better, and neither are even that impressive in Legacy. And they can actually produce endless creatures, whereas Pharika is capped at the number of creatures that actually hit the yard (your yard specifically, unless you're ok with them getting 1/1 tokens).
The tokens aren't threatening to your opponent at all (being 1/1's), outside of blocking duty. Sure, sometimes it'll deter them from blocking your creatures if you swing in, as they might not want to trade, but it's not particularly a backbreaking trait. That, and TNN is a thing now, so it's not even that amazing at blocking duty either. And BECAUSE TNN is a thing, more and more people are packing hate cards like Zealous Persecution, Golgari Charm, Toxic Deluge, hell even Marsh Casualties. Which indirectly hurts Pharika's tokens a bit.
You know what these tokens reminds me of? Baleful Strix. Minus the flying and the cantrip (and among a number of other minor things that I'm not gonna bother getting into). And Strix has largely fallen out of favor. These wannabe Strix-tokens aren't any better, even if you can amass more of them via just one Pharika. But how many do you realistically think will be made? This isn't Modern where it's chock-full of creatures, and for the creatures that do see play and do hit the table, half of them get exiled via Swords to Plowshares.
CAN you find a home for this card? Sure, if you try really hard to fit it in. Or in some niche deck (Foodchains? Idk). But what I've outlined above is why no one's bothered talking about the card. It's narrow and very mediocre.

I was looking at it from the perspective that you could eat opponent's creatures in some kind of GB control (or a 3-mana token producer in midrange) for stopping opposing midrange decks. That said; forget what I was saying.
