Just got an account here and I'd like some input on my U/W spirit/tapping deck. I've had it for a while and won some games with it, and I think it fits legacy format (I really don't know much about deck formats, but most of my decks use old cards so I'm going to call them Legacy).
So here it is:
11 Islands
12 Plains
1 Azorius Guildgate
To be honest you´ll need a lot of work to make this a Legacy standard deck. First you need to focus on your goals, but at the same time lower the mana curve, b/c Legacy is a fast interactive format, and if you don´t do anything relevant in the first 3 turns, then you die.
Try softening the mana base with a combination of Azorius Guildgate, and the m13 and Mirrodin Besieged duals.
Also the creatures and spells need some streamlining. Kami of the false hope, Mindshrieker, Nibilis of the urn, are fast. While Drogskoll Capitain, and Celestial Crusader work as evasive pumps.
Also, Daze and STP are budget friendly cards that will fit very good in this strategy.
The rest of the deck depends on what you want to play and the metagame. Aggresive Equipments, more pump (honor of the pure type), or more disruption (Spell pierce, Mana Tithe, Armaggeddon, Wrath of god), more cretures,, you name it.
Just keep in mind one rule for Legacy, if a spell is cc4 or more ask yourself if it will win you the game on it´s own. If the answer is no, then dicht it for something else.
I don't think it is wise to redesign the deck. From a brief peak, I can say more than 90% of the deck needs to be changed because Legacy is a completely different format with much higher power levels.
My best recommendations is try looking at Modern. Most of the deck is Modern playable and the power curve for that format is much lower.

I hope to see how this homebrew evolves.
