@ cjwynes- but notion thief is a four drop and so is jace. You would be clogging up the curve with both in your deck and if you have four mana open what are you doing with it? If you have a jace in hand you play it. if you have a counterspell then you counter Jace. Notion thief is to narrow to main board I would think and then maybe bring it in from the SB for Jace decks... maybe. There just are so many good options in a jace deck. what do you take out? V. Clique, Snappy, Delver, etc. I would want those over NT anytime.
Disagree with your reply on Notion Thief, mostly because playing your own Jace just to legend-rule theirs is spending 4 mana just to kill their Jace. That's fine, but it doesn't really advance your plans. This guy blows them out when they Brainstorm, puts you way up on cards, and leaves you with a 3 power dude who can just go in and kill their Jace on your turn anyhow. Then your own Jace sticks. This is better in like every way imaginable than just legend-rulilng their Jace with yours.

And if they don't? What would you rather be playing for 4 mana in a Blue deck?

Skylasher really like this creature. Uncounterable! Being able to flash in and block delver, and geist of saint traft PROFITABLY is really good. This guy is a great answer to Jace. Mutant's prey and Skyslasher could result in some combat shenanigans.
Woodlot Crawler HUH! pro-green + forest walk on a UB critter? So it can block goyf and mongoose. HUGE. So I can equip him and swing through, nice. He's blue so I can pitch him to force of will. excellent!
honorable mentions
Tithe Drinker this guy seems neat, whether he finds a home or not is really up in the air. Perhaps some Junk archetype developing using DRS and cards like Tithe Drinker which hide behind ensnaring bridge and wins the game through grindy control and reach.
Spike Jester This guy could push fast aggro rakdos goblins in modern or legacy. Turn 1 gobbo guide swing for 2, turn 2 spike jester swing for 5 (7 dmg), turn 3 Goblin Cheiftan, swing for 9 (15 dmg) + Fireblast? Admittedly I don't brew fast aggro decks so I could be way off.
Drown in Filth I could see this making an appearance in KotR Junk or Loam decks.

I think you've read the card incorrectly. It does not give a +1/+1 counter prior to fighting. If it did, it might be playable even in an aggro deck like Zoo where you get both removal and a pump spell. However, it does not do both and seems like a card for Limited Simic decks.

Everyone knows that good luck and good game are such insincere terms that any man who does not connect his right hook with the offender's jaw on the very utterance of such a phrase is no man I would consider as such.
I don't know if it's the excitement of what I just saw in the T4 of the SCG Legacy Open, but damn, Notion Thief actually looks better than terrible in Legacy. I wonder how good Notion Thief is against Enter the Infinite. You get to draw ALL THE CARDS, but you don't have that many turns to kill them with your cards...
It is game breaking, if your opponent fully walks into 4 open mana to Brainstorm with Jace or an actual Brainstorm and you flash this in.
However, what deck are you playing against that this would be a reality?
I feel like it could make it into sb bug or something. It does interest me that you can name humans for cavern and have uncounterable notion thief, shardless agent, snaps, bob, etc.

The good news is that these cards will be cheap!
Why would dredge want a 2 mana, 2 color, non-recursive removal over darkblast? I hear they frequently cast cards from their hand, right?
