Those three are all budget friendly creatures that used to see play in Burn before being replaced. It's hard to replace Chain Lightning. You could play Skullcrack in that slot, or a few Searing Blood.
Eidolon is huge. Pick them up asap. My gut feeling is that whenever Guide gets reprinted, Eidolon becomes the next bottleneck card for Modern and Legacy Burn.
You could run 4x Exquitie Firecraft main. It usually gets play in the sideboard, but it should be a fine stand in for Chain Lightning.
You'll also definitely want 3-4 Grim Lavamancer. This is a very important card for certain creature based matchups.
Eidolon is also really important. It will keep going up as long as it isn't reprinted. Though you could run Pyrostatic Pillar as a budget stand in.
To make room, I would cut Figure, Hellspark, and Marauders.
As far as filling out the sideboard. Red Elemntal Blast and Tormod's Crypt are good additions that are not pricy.
Building off what Nev said, you'd probably want to run 21 Mountain because you're going to be running a ton of 3cmc spells (at least 6 if you're also running 2 Vortex which you need to be doing) so hitting that third land might be way more crucial. You don't want to be running Teetering Peaks, because +2 is not worth the land entering tapped. Because we're running extra land and cutting guide/chain lightning Figure might actually be OK as a 2-3 of just because he's a mana sink if you get flooded out.
Eidolon is very crucial though, I suggest picking up your playset ASAP before the price shoots up again. The set wasn't really opened that much if I recall, and I think the only reason it hasn't spiked yet is because it just recently rotated out of standard, and that's typically the price floor for most cards.
This is more or less what I'm looking into atm. Any suggestions of what to put in or take out?
I have a few budget suggestions. I do think we have a few better creatures than Figure of Destiny, Hellspark and Marauders... As much as I would love to see Hell's Thunder - I do think he's a very bad creature. The common problem with those creatures is mana hogs.
I would cut Figure of Destiny for Rakdos Cackler (sure he lacks haste but he's a 2/2 for 1 mana at a cost under 25 cents). If you don't have Eidolon then the next best creature to add is Ash Zealot. She is a 2/2 haste with first strike.
If your not playing with eidolon then play Flame Rift. Also if your not playing with chain lighting then Forked Bolt is the next best thing.
I do think Teetering Peaks is a cute add to the deck but coming in play tapped really sucks with mana hogs. It might be more useful with the creatures I suggested. On the other hand, 2 more mountains would be better especially with fireblast.
Also do you think Eidolon will increase in value as Goblin Guide did? In that case it might be a good investment.
Goblin Guide is also used outside of burn. His demand is high more because of the modern format and when wizards failed to reprint GG last summer his value jumped. I will suspect if GG is not reprinted this summer that he's going jump in value again, maybe closer to goyf's and Jace dollars. It can happen with Eidolon but I have doubts because he's playable in burn. I could be wrong but I don't know of any other deck playing with Eidolon. So I see the card similar to Bridge from Below (powerful card for deck but not seen beyond the deck.)
PS: I would suggest Vexing Devil over Rakdos Cackler... but I'm so damn tired in defending vexing so I'd suggested Rakdos instead.
TBH I would be OK with using Devil in a budget burn deck, except Devil is somewhere in the $9-11 range depending on where you look (TCGplayer median as of this post is about $10). Considering the fact this guy does not have Eidolons yet, I'd rather spend my money on a playset of Eidolons instead of a playset of Devils. Heck, maybe I could spend a few extra dollars and get me a set of SP-MP Chain Lightning instead of Devil. Essentially the problem with using the Devil in a budget list is that you can pick up sets of way more crucial staples for burn for about the same price as a set of Devils.
If we're going to go down your route of using more creatures, he might as well run the 11 pillars deck that was posted about 20 or so pages ago. Conceptually it seems like a solid deck in that it can potentially hate out combo turn 1.
The list soldier suggested looks pretty solid, I would suggest 2x Lavamancers, 2x sulfuric vortexes over the 4x Rakdos Cackler. Lavamancer, and vortex are way too important to leave out, plus they are also pretty cheap. I'd also vote for the two extra mountains.

Budget was another reason why I skipped him... But I'm so damn tired with the argument.

It would be nice but he needs Eidolons. Simian Spirit Guide are almost 10 dollars each. And Legacy is too agressive for him to play Pyrostatic Pillar only.
On the other hand I would suggest Tahngarth's Rage... but he has to order them online because they are hard to find in local cardshops.
But I wouldn't run Cackler. Hellspark or Marauder are far better. But honestly, Swiftspear/Eidolon/Grim is more than adequate.
I don't think you had ever tested Cackler - at least without Goblin Guide. Crackler is very recent. And besides I've talked about this last summer that alternatives for Goblin Guide are going to ask for.
Hellspark and Marauders don't stay in play long enough. His deck is too slow for creatures that don't stay in play. He needs 4 Chain Lightnings before he could effectivly use Hellspark or Marauders (and I would NOT play both creatures)
Thanks
Grim Lavamancer is +7 dollars... if he's not playing Chain Lightning then I don't see a point in suggesting Grim Lavamancer, the creature is slow and he's a finisher. Also if he's not playing with Chain Lightning then why play with Sulfuric Vortex... I also think vortex seemed to work better with Goblin Guide.
I haven't tested Branded Brawlers either. What's your point? I don't need to test every single red creature with 2 power to know whether something is worthwhile for Burn.
Also, Crackler is hardly recent. The card is 3 year old. I'd like to see a list that's actually used it. I'll make it easy for you, they don't exist.
On the other hand, Hellspark and Marauders actually have history in old Legacy Burn lists prior to Eidolon being printed. In fact, lists during a time when Crackler also existed, and yet they did not include him.
Just because he is 2/2 for 1 doesn't mean he is a replacement for Goblin Guide.
I haven't tested Branded Brawlers either. What's your point? I don't need to test every single red creature with 2 power to know whether something is worthwhile for Burn.
I know you have issues with me but please stop it! I'm not getting into a flame war...
I did tested Crackler. He was a fair creature but he's not better then Vexing. Vexing cost too much (as it's been pointed out already) and too many players don't want to THINK when they are playing Vexing Devil... So it was pointless for me to suggest Vexing. Next best creature is Crackler.
Also, Crackler is hardly recent. The card is 3 year old. I'd like to see a list that's actually used it. I'll make it easy for you, they don't exist.
Yeah, during the time when Goblin Guide was 5 dollars. And during the time when players were playing 4 Grim Lavamancers.
Please note... find a burn deck list playing top 3 years ago too... They don't exist. And top has been around since the start of the Legacy format. Today I will not play a burn without top.
On the other hand, Hellspark and Marauders actually have history in old Legacy Burn lists prior to Eidolon being printed. In fact, lists during a time when Crackler also existed, and yet they did not include him.
So does Ball Lightning and Cursed Scroll. Again the argument has no point to the fact that TODAY GOBLIN GUIDE IS WORTH OVER 40 DOLLARS!
Also Hellspark don't work well with searling cards. Sure Marauders is playable but I think Ash Zealot is a better option especially when he's lacking in the haste department.
Just because he is 2/2 for 1 doesn't mean he is a replacement for Goblin Guide.
No No No... I've already said last summer that Monastery Swiftspear is going to become the budget fix for Goblin Guide. All I see is Crackler moving into Swiftspear's slot while Swiftspear is assuming the role of Goblin Guide.
Fact about burn... Burn was and is always seen as a budget entry deck to legacy. When the staple cards are becoming out of reach the budget player are forced to choose one of two choices.
1 - search for an alternative. The price of Goblin Guide just jumped and if the card is not reprinted it's going to jump again. There is no recorded story of alternative cards because 95% of the reasonable players are going to go to choose option 2.
2 - search for another budget deck that has a win record.
Most players that feel that buying into a burn deck is not a good investment as buying into a blue base deck. If your going to spend 40 dollars for Goblin Guides then maybe it would be better to save a little more money and buy a Force of Will.
@Soldier: You need to relax. No one is flaming anyone. All I've said is Cackler is not worthwhile as a creature in the deck, which is a fact. Just like Shock is not worthwhile as a burn spell in this deck is a fact. Just like Vexing Devil and Browbeat being traps are a fact.
Also, we actually do have a history of alternatives. It's called old decklists. I'm not talking about Burn from 15-20 years ago, but thanks for the nostalgia with Ball Lightning. No, just have a look at Burn lists with top8s in 2013 and 2014, just prior to Eidolon getting printed. You'll see Hellsparks and Marauders.
These two creatures were good enough when we didn't have Eidolon or Swiftspear. Meaning they are the next best thing to the current lineup. Meaning if you cut anything from the top 4, Guide, Eidolon, Grim, or Swiftspear, either Hellspark or Marauder are your next best thing. It has nothing to do with similarities to the creature it replaces. It has everything to do with power level rankings in context of a burn deck.
Edit: As per above, I think this topic has been exhausted here.
Thanks to everyone for the responses and alternatives, now I have like 6-7 alternatives for 3-4 spots of creatures and many alternatives for spells too, that's even more than I expected.
Thats a pleasant surprise, I didn't realize lavamancer picked up that much. I always feel that Vortex is a mainstay in burn as a finisher, it gives you reach, and it shuts of life gain, only in combo metas would I ever consider cutting them down. Lavamancer has never been a finisher for me, its just a massive value card in the right situation, especially against creature heavy metas. I don't think I've ever finished a game with lavamancer...
Even though this isn't a budget forum, identifying roles for creatures in this deck is very important. Because of the direction WotC has been taking with their card design, potential creatures are coming out every set.
4th/8 price was useless, mostly aggro goblins beat me up.
I'd side out price for bridge but it should of replaced vortex in most games but I had lifegain to.worry about as well.

I could be wrong but I don't know of any other deck playing with Eidolon. So I see the card similar to Bridge from Below (powerful card for deck but not seen beyond the deck.)

Having access to both Fireblast and Chain Lightning gives Legacy Burn the edge over Modern Burn.
Although everyone is dealing themselves more dmg in Modern due to shocklands
You would think that mono-red modern burn would make more sense because of the shocklands (and mono-red is avoiding shocklands)
and there is also no Sensei Top or counterbalance or FOW - I still think modern is slightly stronger.
It is very close though.
I think Legacy Mono-Red Burn has potential in becoming a legacy powerhouse but I also noticed that too many players are playing the deck like a Tribal Fire deck (never less then 16 bolts, 4 fireblasts and 4 price of progress). The Tribal Fire theme can be good in a short game but often bad when the game goes long or when a player combos a card for a 2nd/3rd win.
On the other hand Legacy Burn has some misguided reputations. Such as a low budget entry in the Legacy format and assumes the burn player has little knowledge of the format as a whole. Some suggest that cards played requires little or almost no thought. And finally others seemed to believe the deck consistency is off - because burn hinges on open hand and top card draw. I do think the reputations do turn off potential players... Though a simple fix is a splash of blue for brainstorm... So in many ways UR Delver is a more focused burn deck. I would even say that UR Delver is Legacy Burn Evolved. But that's my opinion. And if I was going to compare modern burn (which is 2 to 3 colors) then I would compare it to Legacy UR Delver...
Those three are all budget friendly creatures that used to see play in Burn before being replaced. It's hard to replace Chain Lightning. You could play Skullcrack in that slot, or a few Searing Blood.
