Legacy is kinda a new thing in my area, and I have abso-freaking-lutely no idea of the power level of the format (I'm told it's a T1 Combo Tastic Format, where you will probably be T0-ed to death, but I've also heard that that's what people who don't play the format say.). I have no idea what I'm doing, and was wondering if this sort of thing would be viable/feasible. Consider this a budget list, as I'm not sure just how far Legacy is going to take off.
Also, just so everyone knows, I'm going to post my original idea for the deck (including the card I have since found out was/is Banned), and see what advice you guys can give me from there, up to and including a Replacement for the banned cards.
I know now that Sol Ring is banned (I honestly just wanted to use them because Commander-C14 has given me a buttload of them), and Black Vise is similarily banned (For Reasons?), so those cards have to come out. Maybe Urzatron in place of Sol Ring for the mana to get Helix out/usable?
The plan of the deck was to use Sol Ring to power out Mishra's Helix, then use the Sol Rings and Helix to tap down their lands and prevent them from playing spells, allowing Howling Mine and Ebony Owl Netsuke to do work.
I'm at a bit of a loss, as I want to play but can't shell out a ton of money (4 Force of Will is about all I can do, honestly). Any bit of help is greatly appreciated.
That said I believe 8 rack is probably a better place for you to start. Cards like howling mine are bad as they help your opponent first. To top it off you are dealing with a format full of the most efficient spells available. A common play of land, delver will readily pose problems for you. I'll leave it at that for now.

I could see the Owl being the wincon with a land destruction/counter/bounce plan.
I try to avoid calling cards "bad" since context matters so much in Magic, but Howling Mine is pretty bad in Legacy without some combo to deny your opponent the extra draw. Which would go against the whole point of the card here. There's also Dictate of Kruphix, which is slightly less unplayable (but still unplayable).
This is the easiest way to become familiar with the format, play control, not spend a load of cash, and win some games in the process. The deck has structural weaknesses that are highly instructive.
The time I spent playing that deck was very helpful in getting to know Legacy, and it didn't set me back much at all.
If you really want to get right in there jamming blue cards, most slow blue control decks play well with Counterbalance and Sensei's Divining Top.
