I'm assuming this deck plays very similar to the old Athens Blue decks from yesteryears. Basically, you slam a Back to Basics and a True-Name and ride them to victory. You also have Delver which can flip easily, a large amount of removal and permission, as well as creature control in the form of Shackles. The sideboard is were things get very interesting. We have Propaganda and Sower for, I'm assuming, the Show and Tell match up. You also have LLawan against Fish. As well as additional Back to Basics and staple catch-all things like Pithing Needle and Extraction.
This deck looks like a pile all wound up with True-Name and Back to Basics, but I think it shows promise.
Yeah, I noticed that list as well, but TCDecks had it at only 56 cards. It's from Bologna - GBLL Tappa 1 with 44 players. It placed 4th in a top 8 of Miracles, ANT, Team America, Jund, Deathblade, Elves, and 12Post (not in that order).
I love those European players. There's always something interesting in their top 8s.
Top 8 results like that make we wish our local top 8's would see some notariety. I can't count the number of decks I've been able to top 8 with.
With that out of the way however, I have been aiming to build something similar although I was going to play no more then 3 TNN and run 4 snapcasters. Perhaps when that idea hits my rotation I'll post more.

Misdirection is probably intended to prevent one's win conditions from getting removed with Abrupt Decay. By playing Treasure Cruise, sure they get rid of one... NEXT!
