Do you have access to Force of Wills? If not, that makes a big difference. Personally, I think this is the best Wizard deck in the format with Force of Will
Yes, the deck is just that good (note: good may be defined as in Johnny and not as in Spike). Especially against combo. It's not possible to pack more counterspells into a deck and still have the deck actually do stuff! Also, Wizards.
If you want to play traditional Wizard tribal though without FoW then...
Drop 3 lands for Cavern of Souls and swap Vials for Forces. It'd probably be good to fit Daze in as well. I'd find room for Karakas as well.
Then drop:
-Mirror Entity
-Imagecrafter
-Lord of the unreal
-Vedalken Aethermage
For literally any of the wizards in the opening post, Mother of Runes, Ponder, or other non-garbage cards. I don't mean to be an ass, but having 3 near-useless card sets with synergy banking completely off of Imagecrafter where you could just have Mother of Runes do the same thing is terrible. I DO understand she's not a wizard; but there's something to be said for good cards being better than bad cards. The changeling should just be a non-conditional finisher like Jace, Mirran Crusader, a Stoneforge package, equipment, or almost anything else that isn't a 1/1 that requires loads of mana and a team of dudes to do anything. Having 3 Jitte there with a team of useful disrupting permanents would put you in a really good spot.
I'd also consider Aven Mindcensor, Aven Mimeomancer, and such. Mimeo gives you finishers while countering Goyfs, Reanimator, and Show and Tell; Mindscensor screws up decks hard sometimes. Vendilion Clique would also be good.
To end on a positive note, I think your Meddling Mage is an insanely good addition to the deck in order to deal with Abrupt Decay and Supreme Verdict. Adding Plow is good use of the splash while having good synergy (by dealing with creatures you allowed to resolve.)
To sum up:
-Props on the white splash
-Drop Vial, IC, Mirror, VAm, Lord, a few lands
-Add Snap, Clique, Mom, Cavern, Daze, Force
-Consider the Aven cards mentioned
Two ideas:
1. Monoblue is a no-go for any Legacy deck. I know, Merfolk. For complicated reasons that one does not count. But seriously, go with two colors if you can. That way you get a good solid manabase (and can use Wasteland) while also getting access to Brainstorm + fetchlands, which is to be honest, the single best vanilla interaction you can get in a Legacy deck.
2. For Wizards to be worth a crap, it has to be about Patron Wizard. Otherwise, who cares what the creature type is. Your deck is one big stall tactic.

Finn, no love for Hatch's mono U Matryr deck? So much fun to see in action.
