Well my original plan was to build counter rebels but with all the mono white I seem to play now straight cradle based rebels seemed to become the answer. Unfortunately too many build ideas are running through my head and has left me with a jumble of all of them.
Not really sure what else I should mention here other then I'm mostly looking for a direction to build in. Even with this current iteration I feel there is strength against the field. I am actually not afraid of any deck right now so that also doesn't help my build direction.

Not sure where to go with your deck but if you have a set of orim's chant and silences why not add isochron scepters for the lock (which is a whole nother deck by itself that uses that and painters servant and grindstone for a kill).
Also I don't think you should go for the Cradle and Emrakul combo. I doubt you'll ever get there, and having for cradles can be very painful if they kill your creatures. I've had that happen before where I only had that and another land.
Big Game Hunter could be useful here. And a Bound in Silence. Instant searchable kill.
You could have 'protection' package with Cho-Manno, Revolutionary and Dunerider Outlaw. And maybe Lightbringer and Lawbringer. And a Ramosian Survivalist for some recursion.
Also Mother of Runes seems like it would be very useful.
The problem right now is that there are decks dedicated to 3 different things you're trying to do: Scepter+Chant lock (which you should have if you have 7 cards of the combo in the deck), stoneforge, and emrakul. To differentiate from these decks which probably does it better, I think you should pick one and use the rebels for a hose package with all the rebels with color protection and big game hunter. And I don't see Rule of Law helping that much. It hurts combo mostly, but you already have Silences and Chants to do that.
For what it's worth, the numbers have leeway. Example, I want to see cradles, 3 seems not enough, and 4 seems like too many.
I have thought about the scepter plan. I was actually considering playing abeyance as well plus it would give me a draw spell. As a seasoned Quinn player amongst other similar decks this was bound to factor in.
Cradle/emrakul isn't something I would call a combo. Cradle is there to power out rebels. The lone emrakul is a nod to the mana I can potentially generate. My issue is that if I am casting it off cradle it is a win more card. The other side to this was my thoughts on sol land/moxen/ramp effects. Lin Sivvi makes the deck want a lot of mana so that is another issue I have on hand.
Stoneforge seems an auto include still. It helps to power up otherwise unspectacular creatures. It also means the standard swarm plan will not always be required. It feels more of a "package issue" more then anything.
The combo point you suggest is another mild issue I find myself confronted with. Tendrils based storm is already going to lose to children of korlis. Everything else just seems like more overkill. By the same token I don't want this to become maverick with rebels.

Why do you need 7x silence? That seems awkward to me, and dead in a lot of matchups.
Might I recommend wilt-leaf liege?

1-2 Cavern of Souls probably wouldn't be the worst thing in the world. Bound in silence was a great piece of the Rebels deck in MM limited and could be useful here as well.
I wouldn't normally suggest a tapper, but Whipcorder seems to fit with what you're trying to do here.
I have heard vague rumors of a moustache-dispensing vending machine in a distant laundromat, across the street from a tattoo parlor. However, this information is shaky, and time is of the essence.
I was actually surprised I wasn't playing it. Bound in silence I have considered as a sideboard card. It doesn't feel necessary when I have plows and vanguards a removal. It also has to fight over oblivion ring.
Cavern of souls is a card I feel on the fence about. One rebel effectively puts my deck into play. At most I'm probably casting 2 rebels before they start to chain which has them uncounterable anyway.

Since I saw it brought up again... I am against training grounds. I feel it basically fights the gaea's cradle spot. Training grounds I find a dead draw most times where as now with the legend rule change, cradle becomes a stronger choice. It also gets stronger the longer the game goes on.

how about running some white fetches and mistveil plains? then, with children of korlis and some way to tutor them up, you've got yourself a soft lock -- every turn you take some damage, tutor up children, sac them, put them back in your library with mistveil, and you're back where you were. you've got the game locked down as long as your opponent doesn't have enough on-board to kill you in one turn. or hell, with two mistveil plains, you'd be gaining life every turn.
the combo doesn't really cost you any slots, either. you just have to swap out some lands.
wow...guess i need to read the cards next time. completely forgot she had that second ability. that's pretty nuts that she's a one-card combo if you're running children.
I feel rebels is the epitome of control in that you will generally only tap mana on an opponents turn. As far as intruder alarm is concerned it is symmetrical. No need to potentially help out an opponent when a few rebels and a mirror entity can get the job done without haste.
