So I made this deck a number of years ago (Edit: Made out of random cards I had + Izzet vs Golgori Duel Deck). I recently started playing again with some friends and well this deck just sits there and denies sometimes and gets killed the other times.
I don't have a lot of money to spend on this (Can't get fetches or any 10$+ cards until I start trading online [I need to organize and sort cards for Puca/Deckbox though x.x])
Any suggestions? It kinda looks like U/R Delver but I don't know what to put in or out. (I usually face off against aggro/rush/swarm/tokens/prowess[I really hate this mechanic for me ;-;])(Edit: They don't run super competitive legacy stuff tbh so the slower start is usually fine)
There's some good in this list, and some bad. First thing I want you to consider is what style of deck you are trying to play. Is this a control deck? Is this an aggro deck? Focus on one, but not both. If you do indeed want to add in swiftspear and pyromancer it would seem you want to be more aggro oriented. In this care, I would try to play something like this...
Shocklands would be great to include! I just didn't have them in the initial list because of budget concerns. If you have them, though, feel free to include them!

In the meantime would you think terramorphic/evolving wilds combination would suffice until then?
No! Two colour deck should be fine without fetches but when you run fetches don't run things that make your land ETB. Without fetches just don't run things like Grim Lavamancer that depend on them for fodder.
Don't run Terramorphic Expanse/Evolving Wilds. Too slow.
If you're not running real fetchlands, don't run Brainstorm. It gets worse. At that stage, just go 4 Ponder + 4 Preordain + 4 Gitaxian Probe. Similarly, don't run Lavamancer without fetchlands.

This list seems odd.
1) Abbot of Keral Keep? That's a 3-drop (costs 1R plus holding mana open for something else). U/R Delver can't afford to play 3-drops. Too slow. Why no Monastery Swiftspear? That card is quite good in Legacy. Or even just a regular 2-drop like Eidolon. Or Stormchaser Mage?
2) Stifle main is a lot weaker without Wasteland to support the mana denial strategy. And with no Daze or Spell Pierce either to capitalize on a stifled fetch? Seems really out of place. It's not going to accomplish much.
3) 4 Misdirection main seems excessive. Maybe 3 main 1 SB or 2 main 2 SB? Remember that i's not just budget force of will. It's a complete blank against creatures, artifacts, planeswalkers and enchantments. It's good against many instants and sorceries. But sometimes there isn't a legal target to redirect it to, making it a dud. It shines best against enemy counterspells, burn and targeted discard that doesn't say "opponent". But a lot of the time, Spell Pierce answers those things fine too. You can always board into the full set of Misdirections if facing a deck where you need the free counter.
If you can afford the allied color fetchlands and shocklands, I'd try something like this:
