This is a deck that a friend of mine is helping me build for both casual multiplayer and possibly competitive Legacy although as you can tell right away considering that it's Stasis the deck is extremely "douchey" which is why I wanted to change it to focus around Overburden and Warped Devotion instead of Stasis and Chronatog so that the deck doesn't agitate my playgroup as much. My friend wanted me to throw in expensive cards such as Force of Will for getting around 1st turn kill decks, Show and Tell to enable opponent(s) to put cards into play aside from gaining card advantage off of Standstill, and Omniscience for casting anything for free yet I simply don't have the money to afford playsets of these cards which is why I'm looking for budget alternatives to them for this deck If possible.
The strategy of this deck is to alternate Ral Zarek's +1 and -2 abilities to perpetuate the Stasis lock in order to create a win condition by bolting your opponent's creatures for 3 with his -2 where as Power Surge punishes your opponent for each untapped land he/she controls. At one point I did consider running Howling Mine over Anvil of Bogardan since the discard from it hurts more than helps while I'm trying to keep the lock going. Krark's Thumb would be an hilarious inclusion to the deck seeing as how I can redo coin flips for taking extra turns with Ral Zarek's ultimate however the odds of pulling that off are very low. In my recent playtesting with this deck Amulet of Vigor didn't do much for me other than preventing me from shocking myself for 2 from my shock lands.

I haven't tested your deck and it does look like it has some interesting / strange tech and I see where you are going with it. Not sure how competitive it is, but it looks ridiculously light on mana sources. Most Stasis builds run upwards of 28 main, you are running 14. This is extremely light for almost any deck outside of Canadian Threshold. The reason in particular you need a ton of land in Stasis is mostly so that you are likely to draw into an Island (or other mana source) to keep Stasis alive. That being said, you are not only running a super low amount of mana sources, you are also running really expensive spells. Almost every spell is over 2 mana, lots of them are 3. In addition to more land you need a bit of ramp in the form of Lotus Petal. This will get your game plan going a turn earlier.
Also, Brainstorm is not so good without fetch lands to shuffle your library. Your better option is Preordain as it actually digs deeper into the deck, digging away unwanted cards rather than putting them back on top of your library. This will get you closer to your combo pieces faster.
Running a mono blue build doesn't give you much for tutors. How are you going to find your Stasis? My recommendation is Muddle the Mixture. It also doubles as a counterspell in the event you drew Stasis in your opening hand. Use it as a tutor first, counterspell second.
You run zero threats. How is Standstill going to draw you cards? After you drop it what is going to force your opponent to cast the first spell? Certainly not a 1/2 Chronatog. Typically Standstill is ran in decks that put the pressure on early after which it is dropped. You have no pressure.
In general Stasis isn't a deck that is super competitive in Legacy, however it can hold it's own and you will get serious brownie points from old school players if you have a tight build.
Here is what I recommend. It is tested, and it is competitive as far as budget Legacy goes. Super fun to play!! This exact build is about as good as Stasis goes and it is fairly cheap to assemble, about $75. In all honesty expensive cards like Force of Will really won't do this deck favors. If you have the cash for FoW, you should be playing a different deck. However, you will SMASH your casual friends! Hope this helps you out a bit.
Hopefully my friend who helped build this deck for me likes the changes you put into it.
