Overall the deck is a little slow and I seem to down my opponents to 10 or so easily but the other half I've got trouble because I lose control of the board. I had included scepter + fire/ice combo to give me a better chance in the longer games initially but it doesnt work so well (sometimes scepter wins me the game alone, sometimes it just drains my mana...) Should I just drop both of them altogether?
In a format full of abrupt decay, scepter seems pretty bad. I have been playing a grixis delver list with tasigur and gurmag angler and it has some really positive results.
EDIT: Woops, thought this was for modern. So the grixis part probably doesn't hold but I still would not go with the scepter.
I know tasigur and angler are good creatures but I'd like to avoid splashing any other color, this being a budget deck after all.
The cards I'm doubting the most are the Scepter, Fire/Ice and Magma Jet since they were included to go together. If I drop one I feel like I have to replace everything...
Would 4 Forked Bolt, 2 Snapcaster Mage and 3 Chain Lightning do the trick? The only problem is both snappy and chain are expensive but I can't find a proper replacement...
You ever consider Grixis Delver? Of course in budget you don't have Force of Will but you can work your way towards them, slowly siding out Spell Pierce any time you aquire them.
Cabal Therapy + Young Pyromancer is a blowout, and Tasigur, the Golden Fang is a win condition of its own that can get there on a stalled board. My only worry is you have no true hard counter without Force of Will so you will lose to absolute jank from time to time, but overall should be ok

I did update the initial list since I had forgotten to put my 2 PoP in the SB. I don't play with them MB because most people in my meta use a lot of basics so it's at best 4 dmg and sometimes 0.
I'll side them in if I see someone with more non-basic lands instead.
Also, I'll probably never get FoW because our playgroup decided to limit ourselves to cards of 50$ max value (approximately). My meta is a lot of aggro decks, some control and very few combo.
Not having FoW is not that important as long as I have cheap counterspells.

I am a big fan of 4 g probes, as it works well with Cabal, which also works well with Pyromancer, I think any additional cabal's past 2 should be in the board. The land choice of dropping 2 sulfur falls may hurt your base a tad, maybe only drop 1? I think with 16 lands also, that running 4 g.probes is a must, but you have a very solid base with a Grixis Delver shell.
Also if Force of Will is banned from your playgroup due to a 50$ card or less meta, put a few Misdirection in your sideboard as a pseudo Force. It is very good against blue decks (countering counter spells) or by redirecting a Hymn to Tourach or like card to somebody's face, if that is popular in your meta I would pick up a couple for sideboard. Not to mention it is pretty much infinitely better against burn to misdirect them than FOW. I cast Misdirection on your Lightning Bolt targeting your X creature. Quite hilarious honestly.

Misdirection is awesome, I was not aware there was another such spell aside from Daze and Foil, I'll definitely try to include it.
As for the 4rth Probe, I could do -1 Daze since the threat of Daze is almost more important than the spell itself. If I draw it once in a while it's enough to scare people off.

Edit no2: Also, Gurmag Angler VS Tasigur, the golden Fang ... the 1 extra delve cost can be problematic with so many Digs, but I see people recommending it over Tas because it's not legendary.
I would only run 1 dig creature, and tasigur is more of the late game god, that gives you reach that you do not have with UR delver, he can start drawing you cards essentially, yes your opponent chooses the card, but it still has the same result. He also buries a card on each activation making the Digs easier to cast. Having 1-2 of the same legendary isn't a big deal, you can also go with Gurmag's on top of it, but then you can't play many digs. It's your choice depending on your meta, but I prefer spell heavy always

Yeah thought so. I guess I'll proxy up and test this setup first and see if it does well.
From what I read Grixis Delver is not completely formed yet so it will mature over time and I might change it too.
If it wasn't so costly I'd prefer to go RUG or BUG delver but it's kinda hard without goyfs.
Nothing feels better than casting Cabal Therapy with Young Pyromancer in play. It is honestly such a huge blowout lol, and if you have a Gitaxian Probe beforehand, it is even better allowing you to rip 2-3 cards or more out of their hand. Just don't make the rookie mistake of G. Probing, and they brainstorm in response to your cabal therapy, do not name their bomb first, do it on the flashback once you verify its there or not. And yes I forgot that Tasigur was legendary for vs. Karakas, I still like Tasigur better than Angler... but Miracles and Death and Taxes will probably cause you to side out this card, although in your playgroup you probably will not be facing miracles or DnT due to no Jace/Karakas.
